The Councilman of Transports of the City council of Lorca, Francisco Javier Pelegrín, has informed this morning that the Lorca Consistory is working in the elaboration of an Ordinance Regulatory of the Service of Taxi in Lorca, which constitutes the first document in such sense realized on the part of the local administration in the municipality.
Francisco Javier Pelegrín has indicated that "this Tax Service Regulatory Ordinance in which the City Council is working together with Radio Tele Taxi Lorca, has as its objective to regulate the rights and duties of taxi drivers and users." This will apply to all the owners of municipal license of taxi, to people hired as salaried drivers, to the users of the service, as well as to all the vehicles assigned and linked to the license of autotaxi and to the systems of concertación remote of services ".
The Councilor for Transport added that "for the preparation of this first draft of ordinance has followed a process of participation in which professionals have been involved, as we are talking about a flexible document that we wanted to be agreed by all the parties, incorporating the contributions of drivers.It should be noted that on the municipal website was published a few weeks ago an announcement in order to inform all interested parties that this ordinance was going to be prepared and thus have the opportunity to collaborate in the realization of it. "
Pelegrín has detailed that "in the Regulatory Ordinance of the Taxi Service in Lorca, document marks the guidelines, duties and obligations of both taxi professionals and service users, among other things, includes news such as vehicles should be in perfect conditions of safety, comfort and benefits to ensure a quality service, having new vehicles that incorporate the latest technologies to achieve the best results in terms of reducing the emission of pollutants.
The Ordinance also states that the new taximeters that are installed must be equipped with a printer for the preparation of tickets and these must contain the following information: license number, tax identification number, full name and surname of the owner thereof, date and start and end time of the route and detail of the rate expressed in euros with the amount of the service.
The vehicles must be white and meet all the conditions and requirements that are established in the ordinance, in terms of paint, badges, modules and luminous pilots.
Regarding the rights and obligations of users, the draft also includes as main aspects that the payment of the amount of the service in euros currency must be made, with a credit or debit card, if the vehicle has a reader;
request that the volume of the radio and other devices of the vehicle be raised or lowered, or that the same be extinguished, except those necessary for the provision of the service;
request that the interior light be turned on both to get on or off the vehicle and at the time of payment;
transport assistance dogs free of charge, as well as help elements for people with reduced mobility and travel along the route you choose, as well as pay the price of the service according to the current rates;
use correctly the elements of the vehicle, including the prohibition of eating, smoking or consuming narcotic substances inside the vehicle, allowing you to drink water and communicate the destination of the service at the beginning in the most accurate way possible and warn of the payment formula.
In relation to the obligations of the drivers, it is important to highlight the duty to deliver to the traveler a ticket or invoice of the service that contains the minimum data established in this Ordinance;
collect the luggage of the traveler (max 30 kg), place it in the trunk and deliver it at the end of the service;
allow, for adult travelers, the opening or closing of the front or rear windows and provide passengers who request the Book of Claims, among others.
Currently, Lorca has 33 taxi licenses, one of which is adapted to people with reduced mobility, so taxi drivers who have an adapted vehicle (eurotaxi) will also be responsible for the placement of anchors, seat belts and of the manipulation of the installed equipments, that facilitate the access and exit of the vehicles of the persons with reduced mobility, as well as of helping them personally in the maneuver of their ascent and descent.
Finally, the Transportation Minister stressed that "this draft, which is already the result of a broad participation process, will be published in the next few days on the municipal website (www.lorca.es), so from the City Council We encourage all interested parties to participate, remaining open to any social group or citizens in a particular way to transfer their proposals on this matter. "
