The Councilman of the Municipal Popular Group in the City council of Lorca, Francisco Javier Martinez, has requested this morning that the project of improvement foreseen for the place of San Vicente is not rejected from the first moment, that also includes the alignment of the street Lope Gisbert and get easy and convenient access to underground parking,
We have known the intention of the current local government to stop this project and we believe that it would be a mistake.
This plan is beneficial for the whole society and it would be a mistake not to execute it.
Therefore we demand that you do not stop, since the City would then have to pay Hidrogea the amount of the demolition (about 90,000 euros), in addition to losing the funding already closed to build the new building (about 5 million euros) , and we would also have to continue paying the € 90,000 annual rent for the current Aguas de Lorca offices.
In this issue we invite reflection and we extend our hand to the PSOE, since it is an opportunity that we can not let go for the good of Lorca.
From the purely social aspect, they also lose all entities, as is the case of the Youth Council (which was left with a large Youth Space Study Room 24 hours in the Plaza de la Virgen de la Amargura), as well as the Popular University, that would have to remain in its present location, losing the possibilities of expanding courses and programming that were opened with its transfer to San Vicente.
In this way, in addition, the opportunity to provide more social movement and life to the historic center is lost, since the movement of people through San Vicente was going to increase exponentially.
We have time to move forward with this project, which allows Lorca to have a new building with an area of ​​3,254 m2 that houses the headquarters of the Popular University, a children's playroom, an attic floor for social and cultural activities, as well as Administrative office.
The access to the parking of San Vicente would be buried and the exit was changed to Corredera.
We are talking about an investment of around 5 million euros to improve the urban confluence of Lope Gisbert Street and Plaza de San Vicente, within an ambitious plan that includes the improvement and change of existing access to existing parking and replacement of the building that housed the old police station of the National Police Corps, a space on which a new building with a basement for car parking, ground floor, 4 intermediate floors and an attic floor on the roof would be built.
The new building that would replace the old police station would allow Lorca to save 90,000 euros per year only in terms of rent for the offices of Aguas de Lorca.
Our approach is that the spaces on the first floor of the new building are divided between a children's playroom and the service of the public of Aguas de Lorca, which will also take advantage of the 1st and 2nd floors, while the 3rd and 4th floors were reserved for the new headquarters of the Popular University.
This new location would allow an expansion of both the space that has this service and the program of courses and activities offered to all Lorca.
It is a demand that has been posing for some time and now we have the opportunity to offer a satisfactory solution.
The attic floor on the roof was configured as a multipurpose space for the use of groups of all kinds, face the development of cultural activities, citizens, presentations of tourism, commercial and leisure initiatives.
This project contemplates, in addition, that the facilities that the Popular University left, located in the Plaza Virgen de la Amargura, and that are municipal property, were destined to the creation of a Young Space in the center of the city, being a disposition of the Council of Youth and Youth Associations for its use and enjoyment, and, given its dimensions, would also allow to open an open classroom for students that will be open according to their needs, including 24-hour service if necessary.
The operation involved the urban reordering of this area of ​​the urban area to offer a definitive solution to two substantial problems of which the confluence of the Plaza de San Vicente with Lope Gisbert Street suffers, as well as solving the serious access problems that presents the public parking of San Vicente.
It is an opportunity that we can not pass to recover and make available to Lorca an urban infrastructure in the historic center that allows us to take advantage of an area of ​​obvious relevance to our city.
Among the most outstanding improvements for all citizens is the suppression of the current access to the San Vicente car park, which causes so many problems for its users and, in many cases, has caused drivers to desist from using it.
The entrance and exit ramps will completely change the current configuration, in such a way that it will be accessed through a new underground access directly from Lope Gisbert Street through an underground corridor that will be enabled during the construction works of the new building that will replace the old police station.
In the same way, the exit will no longer be made to Lope Gisbert, eliminating the current ramp with steep slopes and difficult visibility, which also cuts off the passage of pedestrians on the sidewalk itself.
This ramp is eliminated and allows the alignment of the sidewalks of San Vicente and Lope Gisbert.
The vehicles will start from now on Calle Corredera.
If this plan does not stop, the urban improvement for the pedestrian will be more than considerable and will benefit especially the Plaza, which will gain in security and comfort, also allowing to eliminate the current "bottleneck" that exists in the area, a narrowing that will disappear.
This project is the result of a deep and conscientious work that has been carried out under the premise of offering the best result for our city, and for this it has been studied in a very precise way how it could benefit the most from all points of view: economic saving, recovery of the historic center, revitalization of the activity and social movement, urban improvement and resolution of access problems.
We are committed to grant an extraordinary quality leap to the Plaza de San Vicente and its surroundings, with a project that constitutes the most effective and practical intervention of recent years in this area.
