The Popular Party proposes that urban transport be free before episodes of air pollution (11/02/2020)

The popular propose the implementation of a Local Panel that has the participation of citizen groups and representatives of municipal political groups, and is responsible for channeling and developing the measures to be applied to this type of incident

The Councilor for Transportation in the City of Lorca by the Popular Party, Juan Miguel Bayonas, has proposed that urban transport be free for Lorca when there are episodes of pollution that require the activation of level 2. This is one of the measures that the Spanish municipalities of more than 50,000 inhabitants are taking, within the global strategy of defense of the environment and fight against the contamination that is being developed in Spain under the declaration of the climatic and environmental emergency.

This is a measure taken in response to the general consensus of the scientific community, which demands urgent action to safeguard the environment, health and safety of citizens.

We bet that Lorca demonstrate the commitment and priority given to these actions.

Juan Miguel Bayonas said that this measure would be easy and quick to apply, given that urban transport does not currently depend on any company as in other locations, but is being managed directly by the City Council.

We are talking about an action that is already being carried out to combat this type of impact on air quality in cities with similar characteristics to ours, taking the closest example to the municipality of Murcia.

From the PP we believe that it would be an effective measure and would encourage citizens to leave their vehicles and take advantage of the urban transport service to carry out their journeys, contributing to reducing polluting emissions from cars and motorcycles.

The popular have pointed out that the City Council has to offer a blunt and rigorous response to these types of episodes, based on scientific criteria and analysis, and that response should have already been articulated through a local protocol, which the current mayor has not yet done.

We want a Local Air Panel to be constituted, with the participation of all the groups related to the matter and in which the most effective measures are agreed by consensus, including the presence of municipal political groups, to which They have not yet had the deference to consult.

In any case, we will continue with our outstretched hand to present proposals and provide beneficial solutions for Lorca.

Juan Miguel Bayonas has indicated that airborne particles in our municipality have a higher mineral load compared to the north of the Peninsula due to their own idiosyncrasy, being a semi-arid zone.

According to the conclusions of the experts, the problems in air quality in Lorca are directly influenced by the absence of vegetation cover of the soil, which favors the resuspension of the particles.

The lack of rainfall, the increase in wind speed, and the intrusions of dust from the Sahara also have a notable impact.

In this last aspect we must underline that the entry of dust of African origin in Spain occurs mostly in our area, so we are affected throughout the year by this type of episode

The Autonomous Community, unlike the City of Lorca, does have a framework protocol for these cases, which states that, in case of reaching level 3, the municipalities have to impose restrictions on the circulation of vehicles, prior availability of transport infrastructure public that absorbs passengers who in that period do not use private transport and alternative roads for heavy transport vehicles.

These measures, which we propose to adopt in the Local Air Protocol, include the reduction of certain roads to a single lane, with priority to public transport as a measure of persuasion, or the total restriction to urban center traffic, with the exception of vehicles of essential services, vehicles for transporting detainees, bicycles or for garbage collection.

The limitation of the maximum speed and variable speed is stipulated;

restriction of the circulation in the urban or historical center of 50% of the vehicles, according to license plates, except for exceptions such as those that provide essential services, public transport and vehicles of people with reduced mobility.

The community also suggests reductions in public transport rates and free availability of parking lots located on the outskirts, as well as restrictions on regulated parking such as extra charging in the parking lots of streets regulated by ORA, as it approaches the urban or historical center.

Finally, it is committed to restrictions on works, asphalting, demolition and burning and the permanent regulation of the speed of circulation at distances of up to 25 kilometers from the entrance of the city, led to reduce the usual congestion in that area, largely responsible of an increase in emissions in addition to reducing emissions by reducing fuel consumption.
