The councilor of this formation, Gloria Martín, has lamented that the government team of PSOE and C's has planned the creation and modification of ordinances and municipal regulations completely outside the rest of the representatives of citizens and the neighbors themselves
The councilor of the United Left-Greens, Gloria Martín, has lamented today that the municipal government team of PSOE and C's has approved the City Council Normative Plan without the opposition groups or citizens.
It is an instrument that contains the legal or regulatory initiatives that will be elevated for approval or modification in the following year, although that of Lorca, by 2020, has been approved by the Local Government Board already initiated this exercise, specifically on January 24.
Martín explained that the municipal government team intends to develop new ordinances and regulations regarding Urban Planning, Environment, Public Safety, Sports and Legal Services.
The newly created ones deal with outdoor advertising, sports facilities, the Legal Advice of the City Council, the organization and operation of the Local Police or the regulation of the entry and exit of vehicles through public roads.
The Normative Plan also includes the modification of the ordinance on protection of the environment against the emission of noise, and the withdrawal of vehicles on public roads and use of the municipal warehouse.
For the mayor of IU-Greens, it is noteworthy that this Normative Plan, which has precisely among its objectives to increase "participation" and "transparency", has been drawn up "completely outside the rest of the representatives of citizens and their own neighbors ", who have not been taken into account when scheduling the regulatory activity of the City Council for 2020.
"If they had asked the neighbors, they would know that there is an important concern to elaborate ordinances on the use and treatment of slurry and others related to the environment or citizen mobility, for example," said Martin.
But, in addition, the planning does not include the measures already agreed between PSOE and IU in the negotiations prior to the Plenary of the fiscal ordinances.
"We voted them favorably because there were some compromises, and it hurts us to feel cheated again," he explained.
This is the 50% surcharge on the IBI receipt for empty homes that are owned by banks and financial entities, the removal of the exemption from this tax on religious confessions for those properties owned by them that are not intended for worship, or the fee for the private use or special use of the land or flight of municipal public roads by multinational supply service companies.
Gloria Martín also showed her surprise that the Normative Plan does not include the ordinances contemplated in the PSOE's own electoral program, such as that of green areas and urban trees, that of the bicycle, that of the Historic Center, or the one that was intended to urge the owners of pets to collect their droppings from public roads.
Martín demanded that, at least, the PSOE does allow citizens and representative associations as he also promised in his electoral program to send his proposals to the ordinances that they have decided to elaborate or modify "without having anyone."
Some rules that, on the other hand, must go to Plenary and will need the approval of IU-Verdes for their approval.
Therefore, the councilor of this training again asked the PSOE "more respect" to those who constitute their main numerical support.
