IU criticizes that Fomento and the City Council have extended the procedure to justify the aid of the Lorca earthquake by six months (14/02/2020)

The councilor of the United Left-Greens, Gloria Martín, has lamented that the process of justification of aid for earthquakes will be delayed, at least, six months after the Governing Council of the Region of Murcia has authorized an agreement between the Ministry of Development and Infrastructure and the City of Lorca with which the date is extended for the presentation of municipal technical reports that corroborate that the reconstruction works of the houses have received public aid and have been carried out.

Martín has shown his disappointment because the mayor of Lorca, Diego José Mateos, did not report on this issue at the assembly of those affected last Monday, despite the fact that the agreement has been signed by him since the end of January.

"It is very sad that those affected have to find out from the press about a decision that directly affects them and will continue to prolong this agony," he said.

"At the time we asked that the process not be extended any longer and in the end they have sneaked six more months with the excuse that the City Council has finished sending technical reports that the Law does not require," explained Martín.

In this regard, the mayor of IU recalled that Law 8/2018 of aid from Lorca stipulates that the beneficiaries of the aid must justify the application of the funds received in the repair of housing conforming "to the simplified justified account modality regulated in Article 75 of the Regulation of Law 38/2003, of November 17, approved by Royal Decree 887/2006, of July 21 ".

This modality "does not include the presentation of technical reports from the city council," said Martin.

The IU councilor said that neither their training nor those affected oppose the town hall or the autonomous community to verify the effective completion of the works, but noted that this can be done, in any case, when the random review of the 20 % of the reports submitted, to expedite the procedure, "which was the spirit of the Law".

"It makes no sense to pass a Law in July 2018 to simplify and accelerate the justification of the aid and then be two years engaged in a procedure that never ends," he said.

Martin also does not share the explanations offered yesterday by the mayor via telephone.

Apparently, Fomento has informed the mayor and also the councilor of the earthquakes, who will check the reports "one by one" to verify that all documentation has been attached.

On this issue, Gloria Martín has wondered what the protocol of collaboration between the City of Lorca and Promotion has served then, after presenting the justification report, those affected received a letter proving that it "conformed to the established model and was duly completed for the purposes of the Law. "

"Nothing makes sense," said the councilwoman of IU-Greens who lamented that "all the work done by the technicians of the earthquake office and our advisory work from the affected platform, has to be reviewed again extending half a year more the deadlines. "

For all these reasons, Gloria Martín has asked the mayor of Lorca for a change in attitude.

"You should not assume without more and without refuting with good arguments what they say from Murcia," he said.

"We would not admit without fighting that they want to extend this for another half year or question whether the money will be returned to those who have seized and will be able to justify their help," he added.

In that sense, Martin again offered "all IU experience in a problem that affects 3,000 Lorca families that we have been fighting for almost three years."
