The PSOE requests the nullity of the agreement that ceded the management of the center of Beach Volley for being "manifestly illegal" (17/01/2017)

The Spokesman of the PSOE in the City of Lorca, Diego José Mateos has brought to the attention that on the occasion of the return of the subsidy of 470,000 euros to CARM, for not performing the construction of the covered pavilion at the Beach Volleyball Center located in the Torrecilla has revealed the "aberration" that supposes for the City of Lorca the agreement signed with the Royal Spanish Federation of Volleyball (RFEVB) for it to exploit and manage the sports center.

As stated in the minutes of the Local Government Board dated 07/25/2014, a collaboration agreement was signed with the RFEVB, for the assignment of facilities built by the City Council on municipal land, of equipment, and destined for a Sports activity, which constitute it as public property, subject "assured" a series of limitations on its exploitation that have been completely ignored with this agreement.

Mateos has denounced that "the running costs of the Beach Volleyball Center (electricity, surveillance, water, insurance ...) are assumed by the City Council" whereas, on the contrary, "all income of any kind is left by the RFEVB , Without the obligation to account for their activities, the management of the good of all Lorca or the income they obtain from the exploitation of a property in the public domain.

As reported by the Socialist Spokesman, for five years, total and absolute control of these facilities that we have paid all Lorca in our pocket, with public money, is given over.

Mateos denounces that this agreement was signed for a term of 25 years extendable, where in addition the Volleyball Federation "can terminate the agreement at any time, at its sole will."

In fact, he says that "not even the City Council, despite being the owner of the facilities, does not provide such capacity."

As far as the operation of the services of this center is concerned, "it is not evident that there are licenses or authorizations to carry out activities of hospitality, catering, sale of products or medical and physiotherapeutic services, which, however, is known worldwide. In the next ordinary plenary meeting, the PSOE will request that the necessary procedures be initiated to declare the agreement to be "null and void", and that a call be made in legal terms for the operation of the facilities.

In this way, Mateos intends that it be the City Council, as the owner of the facilities, that establishes the conditions, the controls and that fulfills its obligations to defend the public goods, of all Lorca and Lorca.

To that end, Mateos announces that they will request the issuance of legal reports that show "what kind of assignment of use is concerned", in view of the possible illegality of this award of use of assets to a private entity.

They will also require intervention reports "to know what total costs the City is supporting and about the legality or not of assuming them."
