The PSOE proposes that the City of Lorca adhere to the Code of good local government of the FEMP (22/08/2017)

Mateos affirms that this code is necessary so that the City council of Lorca improves in democratic quality, in its relations with the citizens and public employees, and thus to deepen in the participatory democracy and the application of the new technologies.

The spokesman of the Municipal Socialist Group Diego José Mateos, regrets that the City of Lorca has not yet adhered to the Code of good governance approved by the Spanish Federation of Municipalities and Provinces in 2015, as have other municipalities in the Region as Murcia, Cartagena.

The Socialist mayor explains that it is a "code of conduct, which will serve to improve the democratic quality of our Consistory, with measures relating to respect for public employees, the use of social networks and new technologies in their relationship with Citizens, respect for incompatibilities or participatory democracy ";

Mateos emphasizes that this document is to put "black on white" words and commitments, often lacking in content, that are being made by the substitute Mayor and his government team on transparency and good governance.

According to this code, "measures should be taken to monitor conflicts of interest in the performance of public responsibilities, not accepting gifts that exceed the amount of 150 euros or not granting privileges for their own benefit or their environment against the general interest ".

In this sense, according to the socialist spokesman "include another series of measures relating to the impartiality of public offices, publicity and transparency in municipal management, social inclusion of more disadvantaged groups, immediate response to the demands and doubts of citizens Or enhancement of communication channels ".

Likewise, the adhesion entails implementing instruments for monitoring and monitoring public procurement to guarantee equal and non-discriminatory treatment for companies, improving participatory democracy by adopting measures such as the existence of a charter of rights and duties of citizens , The effective use of surveys, complaints boxes and other channels of participation, implementation of codecision for certain initiatives and the implementation of participatory budgets, among other issues.

For this reason, says Mateos, "it is about adhering to a series of measures that should be implemented in our town hall and we understand that it would be very convenient to provide a framework in which political representatives, public employees and citizens know what our Duties and rights, what are the channels of participation and in what ways can we contribute to achieving a closer, more agile, more efficient and more democratic City Council. "
