The PSOE asks the PP not to hide in the company to hide its inability to offer Lorca an attractive and modern urban transport (15/05/2018)

The Socialists consider that the unsustainable current situation of urban bus transport in Lorca obeys 50% of the breach of the specifications by the new concessionaire, which does not renew the fleet of vehicles, and in another 50% of the team of Government of the PP, unable to put at the disposal of the concessionaire and the neighbors the infrastructures and information supports necessary to develop an accessible and attractive service in a city with high tropospheric ozone pollution rates.

The councilor of the Municipal Socialist Group in the City of Lorca, David Romera, has denounced that "there is a double responsibility" regarding the "unsustainable situation in which is the urban public transport service in Lorca", one of whose consequences was the fire of one of the vehicles after being detected by the driver a malfunction, in which fortunately there were no personal injuries.

This double responsibility "falls to 50% in the concessionary company and the other 50% in the City Council", which together, "must ensure the good provision of an essential public service in a city that also has one of the levels of atmospheric pollution by tropospheric ozone due to the highest road traffic in Spain ".

Romera has indicated that "the government team of the PP is hiding in the breach of the specifications by the new concessionaire, which has not proceeded to the renewal of the bus fleet", to "hide your disability in the responsibility that has to create a more attractive public transport and that is increasingly used by Lorca. "

For the PSOE, "naturally, the concessionaire company is not complying with the provisions of the specifications, but the commitments that the City Council has acquired with citizenship lorquina, are not met, because it is unable to make available to the concessionaire and the neighbors of Lorca of the infrastructures of shelter and information to the necessary users for the best operation of the service ";

that is, the placement of marquees and information supports both in the existing stops that do not have them and in those stops of new creation.

In this sense, the socialist mayor recalls that at the moment there are 11 urban transport lines, of which only two have good influx of users: Apolonia-Rafael Méndez Hospital and Apolonia-CC.

Almenara Park, with the other lines having practically zero occupancy rates.

"Hence, it has become commonplace to see how empty city buses always swarm in the city", which was called by the socialists as a "phantom urban transport".

It is a matter of lack of organization and logistics.

Romera asks: "How will Lorca take the bus from one of those phantom lines if the stops are not identified, if they are not marked, if there are no shelters or information stands? How are the Lorca going to take the bus? in a few lines where you do not know where they start from, where they finish, or what route they travel? How will Lorca use bus lines where there are no schedules or frequencies? And what happens to our visitors? "

This information does not exist "because the City Council does not worry about installing new marquees and information stands, nor does it worry about the concessionaire placing the pertinent information (plans, schedules, frequencies, connections ...) at the stops that are signposted, as well as he worries about itinerary changes as a result of urban regeneration works ".

In this way, "it is impossible" that the use of the urban bus is attractive.

In fact, for a decade the number of travelers has fallen continuously by half, while CO2 emissions produced by road traffic has not stopped growing in Lorca, increasing by 14% between 2008 and 2016, according to data of the local Agenda 21 table. That is to say, "it is not enough for people to take the bus to renew the fleet, it is necessary that the service has complementary infrastructures that serve as shelter and information for the user".

In addition, Romera notes that during these months, "there has been no campaign to raise awareness and promote the service to the population to reduce the dependence of Lorca private vehicle and use public transport to reduce the high levels of pollution by tropospheric ozone and increase the quality of life of citizens ".

Finally, from the PSOE the PP Government team is asked, in addition to fully enforcing the specifications approved to the concessionaire, "that all the stops, existing and newly created, of the canopies and necessary information supports, including those removed and not replaced with urban regeneration works, to provide shelter and provide information to users about the characteristics and conditions of each of the urban transport lines ".

In this way, along with the convenient information campaign for the population, "the levels of occupation, especially in the lines that go to councils, will be increased."
