The PSOE proposes the creation in Lorca of an International Center for Seismic Research in the Mediterranean Area (01/06/2018)

Socialists are committed to turning the municipality into a center of study on seismicity in the Mediterranean at international level ", bringing experts and research groups from around the world, which generates synergies that are not being used to boost the local economy. They indicate that in Spain there is no similar specialized center and could depend on the Higher Council for Scientific Research (CSIC).

The councilor of the PSOE, David Romera, has proposed the creation in Lorca of an International Center for Seismic Research in the Mediterranean Area, given that the municipality "is an international reference in the investigation of earthquakes because of the singularities that the two earthquakes had. they produced in Lorca on May 11, 2011 and caused a great commotion due to its fateful consequences ", with experts coming from all over the world.

Lorca in this sense, "has become a laboratory, a valuable instrument that is serving to better understand how earthquakes occur in the geological and tectonic complexity of the Mediterranean area, especially those that are recorded near the earth's surface, how they behave, what economic and social consequences they bring, and what measures have to be implemented to reduce the risk and the effect they may have on the local population. "

The constitution in Lorca of an International Center for Seismic Research in the Mediterranean Area "would make our city a center of global reference, since there is no such specialized center in Spain" as there are in other countries with great seismic activity like Chile, Mexico, Japan, the United States or Cuba.

Therefore, from the Municipal Socialist Group "we propose to the municipal government team of the PP to initiate the necessary steps to create a seismic research and dissemination center in collaboration with the competent regional and state institutions".

Since the earthquakes of 2011 occurred there are many experts, university professors and research groups that come to the municipality following the route of the Alhama fault and the consequences they had on the physical structure of the city and its geological environment, where have installed different points of analysis to detect and analyze paleoterremotos, their consequences, the geological dynamics of the area and the behavior of the land.

Therefore, it would be good for the city "to take advantage of the synergies generated by these visits so that they revert to the local economy by generating highly qualified positions, and make Lorca an international reference research center".

For socialists, it is necessary to develop in Lorca an International Center for Seismic Research in the Mediterranean Area in coordination with universities and the CSIC with a triple function: on the one hand the teaching and research function that involves the knowledge of the tectonic dynamics in the Southeast Iberian from what happened in Lorca in 2011;

an informative function, so that the population, especially the one of school age, knows and internalizes how to act before, during and after an earthquake;

and a commemorative function that explains the experience of Lorca that tragic May 11, 2011 and the management of the crisis, homage to those who suffered the consequences of earthquakes and leave a record of the ability to fight and overcome the Lorca society.

Thus, the Lorca research center would create an instrument that would "end the seismic amnesia" suffered by Spain, as the social alarm generated by an earthquake is diluted just after a few days, because there is a lack of education and awareness in the population regarding this risk, "which is latent given the position of Lorca and the Spanish Southeast in a space of collision between two large tectonic plates, the Eurasian and the African", while recalling that "except one, all the victims of the Lorca's earthquakes died due to an unfortunate natural reaction that cost them their lives, when they ran out of the buildings and were hit by non-structural elements of the facades of the buildings that fell off. "

Romera concludes that "it is not only important to know the faults that cross our territory and the earthquakes that provoke, it is also, even more, education: the population must know how to behave before, during and after a major earthquake" .

Hence the need to create an International Seismic Research Center based in Lorca, "whose experience is a reference for experts from around the world, whose synergies have to be channeled and taken advantage of by Lorca society".
