The PSOE believes that with the municipalization of urban transport, the PP "recognizes the failure of its management" (28/06/2018)

The Socialists have already denounced that the urban transport model designed by the government team of PP for Lorca, embodied in the specifications that were put out to tender and one year late, was not the most suitable for the city, because It was adapted to the needs of Lorca.

After eleven years of managing the PP, the number of travelers has fallen by half in the face of a disastrous management, the service provided is very poor and they have turned it into a ghostly and aimless urban transport.

The councilor of the PSOE in the City of Lorca, David Romera has expressed his consideration on the start by the City Council of administrative procedures for the municipalization of the urban bus transport service that last September was awarded to a company of Cartagena, possibility that is reflected in Law 7/1985, Regulator of the Bases of Local Regime.

The process begins with the initial approval by the municipal Corporation and the designation of a study commission made up of members of the same and technical personnel, where the pertinent legal, technical, social and financial reports that justify the new form of management.

Said approval will be put to a vote in the ordinary plenary session corresponding to this month of June.

Romera has indicated that its Municipal Group will vote in favor of initiating the administrative procedures for the municipalization of the urban bus transport service in Lorca, as long as the rights of the workers are guaranteed.

Romera has stated during the plenary session that they support this measure, waiting to hear the reports commissioned in this regard.

The mayor says that has been evidence of the "disastrous management that has been making the PP throughout the eleven years that has been ruling in Lorca", because the balance can not be more negative: the number of passengers using buses "has fallen by half (from 800,000 passengers in 2006 to 400,000 today), while in recent years has been offering a third-world service unfit for a modern city" where it is usual that "buses are broken, or even ignite, do not leave on time or arrive late with stops due to an insufficient number of vehicles, wait times at stops are excessive, end up desperate for users, missing information on routes, centers of interest or connection between the lines, that no marquees are placed at the stops of the city and the councils, that the population is paying very high rates that do not correspond to the

service quality;

and that the itineraries of the lines are not sufficiently studied ".

This, stresses the socialist mayor, "has degenerated that Lorca currently suffer an inefficient and phantom urban transport with very low occupancy levels, where the buses swarm through the city empty while the population does not even know the lines, situation of the stops, frequencies, itineraries and services ", because their conditions" are not attractive at all to encourage the population to leave the private vehicle and take public transport "in a city with high levels of air pollution.

From the PSOE we made for the preparation of the new specifications "a battery of proposals that were not taken into account by the PP, which we understood would design a new scheme adapted to the real needs of Lorca."

Then we found ourselves "with a list of conditions as simplistic as incongruous that did not turn out to be attractive to companies in the sector, only presenting two offers".

One might ask: How is it possible to maintain eleven urban lines with solvency with only five vehicles? How is a radial line scheme designed that requires continuous transfers in a linear city with overlapping itineraries?

How do you establish a frequency of 30 minutes on line 1, which is the most frequented to make it attractive?

How is the connection with the railway and bus stations outside?

And what about the Barrios Altos and the Historic Quarter?

In addition, the list was drafted without a solid diagnostic document that would dictate the real needs of the population and its relationship with the attraction and work centers;

and no information campaign or promotion of the service has been carried out.

That is, "the urban transport model proposed by the PP has failed and with the municipalization of the service, whose administrative processing begins today, the government team accepts its disability and its failure, betting on a new management model that from the PSOE we will support because we believe in public transport as a universal instrument of territorial structuring and in the need to build a model of a city that is more friendly, more comfortable, more sustainable and with a better quality of life ".

Romera ends adding that "from the Municipal Socialist Group we will be vigilant in the different stages of the municipalization process and we will carry out when the time comes the necessary proposals to transform the urban transport in Lorca and turn it into attractive to be used again by the Lorca people. what this city needs. "
