detail of Lorca

The Lorca will save 630,000 euros next year thanks to the new decline of the IBI claimed by the Mayor under the improvement of the City Council accounts (02/10/2018)

Fulgencio Gil has also requested that the Government of Spain respect in 2019 the bonus of 50% of the IBI to all those affected by the 2011 earthquakes.

The Councilor for Economy and Finance in the City of Lorca, Juan Francisco Martinez, has reported that the City Council, within the line of work of lowering taxes established by the Mayor, Fulgencio Gil, will reduce next year the Real Estate Tax (IBI) in a range established between 3 and 4%.

It is a measure determined by the Consistory in order to continue reducing not only the IBI, but all taxes that may be cut.

Our criterion is that where the money of the citizens is better is in their own pockets and under that premise we will continue advancing in our performance, managing in the best possible way, and taking into account that the stability of the municipal accounts, especially the inherited debt limits our possibilities to a considerable extent.

Martinez Carrasco has anticipated that the new reduction of the IBI decreed by the City Council has been able to get ahead thanks to the joint effort of all municipal areas, due to the continuous plans of efficiency, control and rigor in spending, have managed to lower the municipal debt from 105.6 million to 40 million.

The reduction of the IBI is going to suppose a saving to all the lorquinos ciphered in 630,000 euros.

We must remember that this year those affected by the earthquakes of 2011 have only had to pay half of the IBI, something that we have also demanded for the next financial year.

Last year we also managed to lower this tax by 8%.

By 2019 we already have the approval to that effect on the part of the Ministry of Finance, through the General Directorate of Cadastre, and now we are pending to specify what percentage of decrease will be of final application.

I must anticipate, to avoid any kind of doubt, that this City Council is committed to reaching the maximum allowed of that interval, that is, 4%, everything we are able to reduce.

The mayor of the Treasury has indicated that this new decline of the IBI finally leaves it at the average value of housing in the market.

We are talking about a figure that has cost us a lot to reach, and for which we have been working for several years, with the goal of correcting the "catastrozo" approved by a previous municipal administration, and that meant increasing the IBI up to 100% for all citizens.

The new lowering of the IBI allows the Consistory to continue looking forward, and continue to cut it over the next few years.

It serves as an example of the accumulated work to lower this tax to indicate that the average urban IBI per inhabitant in Lorca was € 241, while the regional average reached € 261.

Martínez Carrasco positive evolution of the municipal coffers is progressive, as it continues to improve, we will continue to lower taxes.

We are collecting the work of years and years of optimization of spending, of spending money on what is really important, eliminating unnecessary spending, eliminating debt and deficit, while we put the City Council up to date in the payment of your bills.

This work opens the door to us to promote the tax reductions, which will continue and in a greater way in the coming years.

The councilor of Finance has stressed that the general account of the City of Lorca, now creates certainty and confidence in the General State Administration.

This situation is positive, and could be much better if we had not had to face the payment of the huge inherited debt, the return with interest from the money of the urban agreements, the worst socio-economic and labor crisis in history, in addition to the catastrophes most destructive natural disasters in the municipality's recent history, among other issues.

The mayor of Finance has also moved that the objective analysis made by municipal officials based on official data on the evolution of all taxes in the municipalities of Murcia confirms that Lorca have the lowest tax burden in the region.

In fact last year this figure in Lorca was 511 euros, compared to 590 regional average, while the national average of municipalities similar to ours reached 695 last year. It is a sensitive difference, verifiable and objective, that stimulates us to continue lowering taxes, since, in spite of everything, we are fully aware of the effort that is for all Lorca families to face the payment of their fiscal obligations.

Juan Francisco Martinez recalled that also for next year, following instructions from the Mayor, Fulgencio Gil, has been claimed to the Government of Spain to respect the bonus of 50% in the payment of Real Estate Tax (IBI) to the Lorca group injured by the earthquakes of 2011. It is a measure that would allow Lorca to save more than 7 million euros, benefiting nearly 44,000 citizens.

The steps taken by the City Council have achieved that the victims of the earthquakes of 2011 have been saved up to the moment almost 72 million euros, enjoying 3 years of total exemption from the payment of the tax and another 5 (including the current one) in which you only have to pay half of it.

Martínez Carrasco has stated that the Government of Spain has to respect this bonus, since the City is still in the process of recovery, still subtracting the reconstruction or rehabilitation of several buildings destroyed or damaged by the earthquake.

The circumstance arises that there have been multiple requests for extension of the rental assistance and there are families from Lorca who have not yet managed to complete the reconstruction process and return to their homes.

We must bear in mind that at the present time there is still an intense performance in the urban remodeling of several neighborhoods affected by earthquakes, as well as in road and communication infrastructures essential for the municipality, with the interferences that this entails. the normal development of economic, commercial and social activity.

The City Council has achieved that in the last 8 years the Lorca affected by the earthquakes have been exempt from paying the IBI quota in the years 2011, 2012 and 2013 as well as in the IAE quota and the IIVTNU (goodwill) quota for the years 2014, 2015, 2016, 2017 and has reduced by 50% the quota of the IBI for the years 2014, 2015, 2016, 2017 and 2018 under the provisions of article 12 of RD-law 6/2011 of 13 of May.
