Lorca is again placed as an example of heritage recovery with the holding of an international congress (03/10/2018)

The War Theater of Lorca welcomes from today and until Friday, October 5, the 'International Congress cultural heritage and catastrophes: Lorca as a reference', organized by the association Hispania Nostra with the collaboration of the Autonomous Community, the City of Lorca and the Ministry of Culture and Sports.

This activity is included in the program organized in the Region of Murcia on the occasion of the celebration in 2018 of the European Year of Cultural Heritage.

The Minister of Tourism and Culture, Miriam Guardiola, participated in the inauguration of this congress that brings together speakers from prestigious national and international agencies and universities and, according to Guardiola, "will put the Region of Murcia and the city of Lorca back as an example of collaboration between administrations, efficiency and speed in the recovery of assets after the earthquakes that occurred in 2011, thanks to the Master Plan for the Recovery of the Cultural Heritage of Lorca whose execution is practically completed. "

The work carried out in the city, which was presented by the Community technicians in the Heritage Council of Spain, has served as an example and as advice to act in other countries such as Mexico.

In addition, he has received important recognitions such as the European Union Cultural Heritage Award and Europa Nostra.

The counselor advocated "the necessary prevention, planning, coordination and technical preparation in the face of possible catastrophes, which has led us to be pioneers with the creation of an Emergency Unit in Cultural Heritage, integrated into the operational structure of Civil Protection" .

Program

The one in charge of opening the presentations today was Aparna Tandom, from the International Center for the Study of the Preservation and Restoration of Cultural Property (ICCROM).

Arturo Balandrano, of the National Institute of Anthropology and History of Mexico;

Esmeralda Paupério, from the Conselho Internacional dos Monumentos e dos Sítios de Portugal (ICOMOS), and Cecilia Rodríguez, coordinator of the Risk Management and Emergencies Committee of the Chilean government also participated in the first session of the congress, focused on the 'Experiences in disasters of cultural heritage'.

The congress will address the issue of care and recovery of assets from different approaches, and therefore will also have experts in Public International Law, members of the Civil Guard, the Military Emergency Unit (UME) and the Red Cross.

Concrete actions will be put on the table, such as the work carried out by the members of the European Union that came to Mexico after the 2017 earthquake mission involving technicians of Community Cultural Assets and the recovery of the Sarajevo library.

These presentations will be borne, respectively, by the coordinator of the National Plan for Emergencies and Risk Management, Ángel Luis de Sousa, and the member of the team of the National Library of Spain and National Award for Restoration and Conservation, Arsenio Sánchez.

Also, the round table 'Actions in catastrophes will be held.

The management of the day after 'and also today will open the exhibition' Re-knowing the Spanish heritage of Europe 'in the Ruano Huerto de Lorca.

The second day of the congress will focus on the Catastrophe Observatory of the AON Spain Foundation and in the specific case of the heritage recovery of Lorca.

In addition, with the aim of showing the participants the result of the Master Plan, a visit to some of the restored buildings has been organized for Friday, such as the Torre del Espolón, the Synagogue and the Hermitage of San Clemente, the Virgen de Las Huertas and the churches of Santiago and San Patricio.

In this regard, Miriam Guardiola said that "thanks to the Master Plan for the Recovery of Cultural Heritage of Lorca we can say that the city is better today than before the earthquakes and has recovered all its heritage, its activity and life in its streets, thanks also to the work and the example of integrity that Lorca have given throughout these years ".

The earthquakes significantly affected an important part of the cultural heritage of the city, both religious and civil buildings, so that the 2011 earthquakes are considered the greatest structural destruction of a city in Spain since the Civil War and, as a heritage, the most important in Europe since the Second World War due to natural causes.

The Master Plan contemplates a total investment of 64.3 million euros, which has allowed acting on dozens of buildings, preserving its structure, restoring the splendor of its facades and also rehabilitating the movable assets that had been damaged.

In it the Community has invested about 25 million euros.
