IU-Lorca criticizes that 44% of the works of the EIB have not been executed despite the third extension (08/10/2018)

The councilors of IU-Lorca, Pedro Sosa and Gloria Martin, have reported that 35 of the 79 actions under the loan granted to the regional government by the European Investment Bank (EIB), are pending completion, when they have served seven years and five months since the fateful earthquakes of May 11, 2011.

Despite the time that has elapsed and that a third extension has been granted to complete the works that concludes on December 31, 2019, the City Council and the Autonomous Community are showing themselves unable to complete the Lorca reconstruction process, which generates an infinity of discomforts for neighbors and merchants, whose activity is seeing "terribly affected", and also has plunged the city into a "brutal" circulatory chaos.

Martín said that of those 44% of projects that have not been executed, "some have not even started", despite the fact that they are "very large" projects.

Among them, he cited the urban regeneration of Cristo Rey (3.1 million euros), Jerónimo Santa Fe and adjacent (2.5 million euros), San Antonio (1.2 million euros), Santa Clara Avenue (2 , 7 million euros), avenue of Europe (4.5 million euros), as well as those of the Viejo del Puerto road and the historic center, which do not even have specific budget items.

Regarding the roads pending preparation of its layout and layout, Martin listed the RM-D17 road between Almendricos and Puerto Lumbreras (6.1 million euros), section IV of the RM-C9 that connects Lorca with Zarzadilla de Totana ( 2.8 million euros), section III of RM-D7, known as La Pulgara road, and RM-711 that joins the municipality with Caravaca (2 million euros).

The construction of the viaduct in the section of the RM-11 between Lorca and Águilas (1 million euros), nor the passage under the railroad in the RM-D17 in Almendricos, which does not have budget consignment, has not been started either.

On the other hand, phase II of the Santa Quiteria fairground (6.9 million euros) has not been completed, and nothing is known of section III of the Ronda Sur (7.7 million euros), or of the underpass of San Antonio (3.3 million euros).

The figure for investments not undertaken exceeds 38 million euros, when six years have passed since the loan was signed.

Gloria Martín denounced that the regeneration works are characterized by a "sloppy execution" and by subcontracting to companies that lack the technical qualification and the number of professionals needed to be carried out with "reliability and effectiveness".

For example, he referred to the problem afflicting Calle Pintor Rebollo Zamora, adjacent to the Alameda de Cervantes.

"The neighbors have been three months without electricity in their street and there is no way that the company executing the works solve it," Martin complained.

The works that affect this important artery of the city are also paralyzed in the area attached to the railway line as long as the Railway Infrastructure Administration (Adif) company does not give the necessary permits.

"They have left part of the prolongation of the Marín road without sidewalks and, of course, one of the margins of the level crossing, so that the neighbors, especially the students who go to the nearby institutes, continue to be forced to cross the road. any way, "he warned.

On the Alameda de Cervantes, Martin also lamented that, from the Island, the executing company has not placed underground containers.

Martin also referred to the lifting of part of the firm of Juan Carlos I Avenue, inaugurated just three months ago "because they had forgotten to connect the scuppers, which are seen to be props, to the stormwater network".

"This shows the way of working of the PP Government team, more concerned with entertaining the people with pomp and trifles and cutting the ribbon that will guarantee that the money from the works is used properly," he concluded.

For his part, Pedro Sosa denounced that the executing companies "are taking it raw" for jobs that leave much to be desired and are not serving to create jobs among Lorca.

"They have not finished the works because we are convinced that the money is being used for other purposes, hence the terror that the PP has to carry out an audit and make it public," he said.
