IU denounces that Lorca still does not have a Local Emergency Plan approved for earthquakes (14/12/2018)

After the earthquake of magnitude 3.5 on the Richter scale that took place yesterday with the epicenter in Campillo and only one kilometer deep, the councilor of Izquierda Unida, Gloria Martín, recalled that Lorca still does not have a true Municipal Territorial Plan of Emergencies that guarantee the coordination of the municipal resources in case of natural catastrophe.

A document that should be approved by the Civil Protection Commission of the Region of Murcia and approved by the Plenary Session of the City Council.

Martin recalled that, according to the analysis of seismic risk in the Region of Murcia, all municipalities could suffer earthquakes of intensity equal to or greater than VII.

In fact, only seismic movements have occurred in the Sewer (2.7), Bullas (2.0) or Totana (1.7) in recent days.

Therefore, all have the obligation to prepare their Action Plan against Seismic Risk, in accordance with the provisions of articles 14 and 15 of Law 17/2015 of July 9, of the National Civil Protection System.

The mayor of IU explained that in 2011 the PP announced the creation of SISMILOR.

However, seven years later it has not yet been approved or passed through the Plenary.

"When we proposed this requirement more than a year ago, the municipal government team limited itself to disqualifying IU and ensuring that the homologation of SISMILOR was imminent, something that has not yet occurred," said Martín.

"We can not predict when a new big earthquake will occur, but the City does have the obligation to be as prepared as possible to deal with that situation, and in that there are no excuses that are worth," said Martin.

Said document must have, at least, an estimate of the vulnerability of the dwellings and of the damage estimated both in the population and in the buildings, as well as with an adequate organizational structure.

The means and specific resources for the implementation of the necessary activities in the event of a new earthquake should also be cataloged.

However, in Lorca there is not even an up-to-date list of municipal and private resources and resources available for evacuation or healthcare.

Nor have facilities been determined that, due to their activity and their implementation in areas of greater risk, must be equipped with a Self-Protection Plan, as also required by law.

To this day, municipal officials do not know what they would have to do in the event of a tragedy similar to the one in 2011. "No protocol has been established for approved action that specifies the operational command centers, nor the responsibilities and obligations of each of the City Council workers. "

For Martin, it is urgent that public servants can be guided by a mechanism of action in the event of emergencies, with the capacity to attend to the threatened population and, as far as possible, reduce the damage that can be produced in essential goods and services.

The mayor of IU recalled that Lorca "live under the threat of the natural phenomenon with greater capacity to produce catastrophic consequences, which result in extensive damage to buildings and infrastructure, seriously disrupting the operation of essential services and, above all, can cause numerous victims among the population. "

For that reason, he described as "unforgivable" that the City Council does not have an organizational instrument and an approved response and in permanent updating ".
