The Department of Family and Social Welfare encourages families in vulnerable situations to benefit from the help lines for the provision of electricity and water services (01/02/2019)

It is the Social Water Bonus, established by Aguas de Lorca and economically endowed with 150,000 euros, as well as the Electric Social Bond and the Energy project.

Together, users of more than 700 files have benefited from these options.

The councilor of Family and Social Welfare in the City of Lorca, Fátima Mínguez, has reported that this municipal area has been developing since 2016 several interventions aimed at helping people in a situation of special vulnerability.

Thus, through the collaboration agreement in force since that year between the Municipal Council and the municipal company of Aguas de Lorca, the Social Water Bonus was launched, thanks to which they have been collaborating and coordinating actions so that users who presented a situation of economic precariousness could access to the aids foreseen to face the payment of the corresponding receipt.

The main objective of this line of work developed by the Consistory is to ensure that no Lorca family that presents needs in this sense see interrupted the supply of basic services, such as electricity or water.

Mínguez Silvente explained that this agreement has been extending its validity to date.

For this year an economic endowment of € 150,000 has been foreseen.

It provides for the creation of a Commission for Coordination, monitoring and evaluation integrated by Social Services Technicians of the City of Lorca and the municipal water company, in order to optimize the granting of aid to families who have difficulties for the payment of water supply, prior instruction and processing of a municipal file, where the bond applications and the support needs for each one of the relatives who have requested to be beneficiaries are valued socially and individually.

The mayor of Family has indicated that they are established as requirements for granting the fund to be a user or family served in any of the services or benefits in force at the Social Services Center of the City Council, where needs have been assessed related to the lack of resources for the coverage of basic needs, to be the owner of the water supply contract in the home that constitutes his habitual residence and not to have accumulated more than three debt receipts.

In addition, other criteria are established such as having recognized disability by the IMAS, either the bond applicant or some members of the family unit, in addition to having the title of large family, among others.

In the year 2017 450 applications were approved and in 2018 that number has been raised to 560 families.

The presentation of requests is made in standard instance in the General Register of the Hon.

City Council of Lorca.

Fátima Mínguez has stated that, on the other hand, in June 2018 another line of action was initiated related to facilitating access to the electric social bond, aimed at supporting the families of Lorca in a situation of vulnerability.

We are talking about single parents, families that some of its members have a disability, or dependency grade II or grade III.

This aid is made effective through the issuance of the corresponding accreditation requested by the interested parties in the general register of the Consistory.

It is one of the documents that the citizen must submit to the request for an electric social bond that must be managed by the corresponding electric distributor, where the citizen has contracted the energy supply of their home.

To date, 154 families have benefited from it.

The City Council of Lorca, also, offers since the end of 2017 the Energy project with 57,848 €.

After the evaluation of this program, we must point out that aid has been given to 60 families benefiting from the Municipal Social Services, who have received financial assistance to cover debt expenses, payment of basic supplies, thus guaranteeing access to electricity, water or gas in the habitual residence due to being in a situation of risk and / or social vulnerability, as well as improving the household's energy efficiency through the acquisition of low-consumption appliances.

This project has been again subsidized by the Autonomous Community through the General Directorate of Family and Social Policy to Town Halls and Mancomunidades de Servicios Sociales of the Region of Murcia to alleviate the effects of energy poverty, meeting criteria of greater energy sustainability.

This project has been again subsidized by the Ministry with an investment of 57,993.92 euros.
