IU's first proposal for the new corporation: "Give voice and power to residents of neighborhoods and districts of Lorca" (25/06/2019)

Sosa wants to remove from the drawer the Regulation of Districts and Neighborhood Boards of Lorca, modify it, make it more democratic and put it in motion at the beginning of the year.

Izquierda Unida will premiere the XI Municipal Democratic Corporation of Lorca with a motion of high political and democratic content.

His Spokesman, Pedro Sosa, announced this morning before the media of Lorca that his first proposal is to require the local government to amend and implement the Organic Regulation of the Districts of the Municipality of Lorca.

Sosa recalled that his political group has been from the beginning of democracy in Lorca claiming to empower the citizens of the neighborhoods and districts of Lorca, to end the finger-pick model of the mayors of the land and be replaced by a model of democratic election of the representation, and that certain competences are discarded by giving them to the neighbors so that they are protagonists in the decision making that affect their neighborhoods and councils.

That demand also, says Sosa, is a legal mandate since Lorca joined in 2008 to the Organization Regime of the Municipalities of Large Population after the modification of the Law of Bases of Local Regime.

Therefore, explains the mayor, we are facing a legal breach that Lorca has dragged no less than 11 years and, in the opinion of the mayor of IU, must end.

Sosa recalled that a year ago he demanded this same demand from the local government of PP in a municipal plenary session and that finally it was agreed that the new corporation that came out of the 2019 elections would be in charge of implementing the mandates of the District Regulations. de Lorca, a Regulation that has been in a drawer for 5 years since it was approved in 2014.

The Councilor of IU has explained that the Regulation divides the municipality of Lorca in 6 large districts: three of districts (North, Huerta and South) and three of the urban area (left margin of Guadalentín, City Center and South Districts) that must be equipped with Neighborhood and Pedanías Juntas.

In principle, the Regulation establishes a series of minor competences that can be attributed to Boards that will come integrated by a variable number of members depending on the population (5 for neighborhoods and districts whose population does not exceed 1000 inhabitants and 7 for the rest) elected by the political formations extrapolating the results of the municipal elections.

According to the UI Spokesman, his proposal is to modify the Regulation so that it is guaranteed that all political groups with municipal representation will also have it in all the Neighborhood and District Councils, incorporating into the Regulation the prediction that there will be an initial each group and that the rest of the members will be determined by extrapolating the results of the matches in the different neighborhoods and districts.

It is a measure that, in Sosa's opinion, guarantees that the competencies that the City Council of Lorca stops in which five political groups are represented, do not pass to decentralization bodies that in many cases would only have representation of two groups politicians.

The spokesman of IU has explained that his intention is that the Local Government is put from July to work on these proposals to ensure the final implementation of the Regulation in the first days of January 2020.
