The modification of the General Plan promoted by the Popular Party will allow entrepreneurs to open new stores, making regulations and requirements more flexible (23/07/2019)

• The PP document will eliminate obstacles, expedite the start-up of new establishments, and delete clauses that constituted a problem for the development of all types of activities of the economic sectors in our municipality.

The Spokesman of the PP in the City of Lorca, Fulgencio Gil, has informed that in the next session of the Plenary Session, the modification of several articles belonging to Volume II of the regulations of the General Plan for its adaptation to the current one will be approved and eliminate inconsistencies, an initiative promoted by the Popular Party.

In particular, there are several battery of standards in the aforementioned document to encourage the creation of new businesses.

The Popular Party has always worked in this City Council to favor entrepreneurship and the general development of economic activity in all sectors of our municipality.

Following this line we have led to the modification of the General Plan to update it with the objective of favoring the implementation of economic and business activities.

It is a bet that we promote to put Urbanism at the service of people and the interests of the city.

This change is implemented based on the criteria and demands that have been transferred by different professional, hotel and economic groups, among which we can highlight the Chamber of Commerce, Ceclor, Hostelor and Guadalentín Emprende.

We talked about a decisive step forward.

This modification constitutes an advance of the work program entrusted to the Urban Planning Area in relation to the revision of the General Plan.

The first was the agreement with the Polytechnic University of Cartagena to prepare the preparatory work and make a diagnosis of the current General Plan.

We are talking about a work that will allow laying the foundations for the future revision of the General Plan.

This second step consists of a modification proposed and developed by the Municipal Technical Services of the Urban Planning Area regarding various regulatory aspects, with the aim of eliminating obstacles of different kinds that currently prevent the implementation of economic activities, trying to contribute to the stimulation of the economy of the municipality and the promotion of employment.

We will modify various regulatory aspects to eliminate inaccuracies and favor the implementation of economic activities.

This is a document that has required intensive additional work for the technical team of the Department of Urban Planning, which includes the modernization of the conditions of industrial retail use, such as the general characteristics of toilets, ventilation, the minimum heights and conditions of the air conditioners.

As main advances and modifications introduced we can anticipate the following:

Flexibility of the characteristics of the toilets by reducing the number to be counted in small premises.

The requirement to have a lobby in the toilets is eliminated.

Modification of the conditions of ventilation and smoke outlet, updating the requirements in accordance with the Technical Code, and allowing the possibility of evacuating the facade in case of technical or structural impossibility.

Redefinition of industrial use compatible with residential use, allowing industrial retail activities such as dry cleaners, bakeries and workers.

Extension of the height allowed per floor in the buildings to adapt it to the legal requirements of facilities derived from the application of the Technical Building Code.

Increase in the number of plants allowed in fruit and vegetable handling facilities to facilitate storage on the top floor.

Extension of the maximum heights allowed per plant to allow the implementation of all the facilities required by the application of the technical code.

Car parks will be allowed to be installed in an exclusive building and above the ground floor to encourage and encourage parking facilities, especially in the urban center.

Industrial retail activities will be considered compatible with residential use.

Another of the novelties included in this reform refers to the modification of various articles related to urbanization standards, with the aim of obtaining a more accessible road network and public spaces, continuing to phase out air lines, in addition to specifying the Infrastructure requirements in the new buildings to favor the underground of underground networks.

The Modification includes updating 25 articles included in Volume II of its Regulations, being subject to adaptation to the regulations in force, eliminating contradictions and undeterminations detected that, in view of 15 years since its entry into force, it has been found that they were inaccurate or insufficiently worded.

We must also point out that various articles are modified to adapt their content to new regulations of application such as the Technical Building Code, Order VIV 561/2010 of February 1, the Energy Efficiency Regulation in Outdoor Lighting Installations , approved by Royal Decree 1890/2008, of November 14 and Law 13/2015 Territorial and urban planning of the Region of Murcia, with the aim of harmonizing legal requirements and facilitating their application.

Likewise, the articles that regulate the lighting requirements are updated to adapt them to public lighting with LED technology.
