The ecological crisis of the Mar Menor and the remunicipalisation of the gardening service will be dealt with in the next Plenary (18/10/2019)

Pedro Sosa, spokesman councilor for Izquierda Unida Verdes in the town hall of Lorca, announced this morning the two motions he will defend at the Plenary Session in October, concerning the alarming ecological state of the Mar Menor and the remunicipalisation of the park and garden maintenance service in the urban center and districts, which together with the motion of his companion Gloria Martín on the protected designation of origin 'red thyme of the highlands of Lorca' and the sustainable development of the rural environment, will form the battery of motions of the formation for Plenary of this month.

With respect to the alarming and critical state of the Mar Menor, a unique ecosystem in Europe that for decades has been suffering from urban pressure and the effects of intensive agriculture that have led to the collapse.

These two activities, the agricultural and urban, have constituted in the last 25 years, an essential aspect of the regional productive model characterized by speculation, corruption, the water marketing business and the illegal expansion of irrigation, with the neglect interested of the Regional Administration, which preferred to give priority to particular interests, to those of the environment, as the same Minister of Agriculture and Environment recognized, Ms. Martínez Cachá in 2015.

There is sufficient legislation to alleviate and reverse the situation, in addition to other rules in the project or processing such as the expected Plan Vertido 0 or the Integral Law of the Mar Menor.

But there is a lack of political will to apply them.

That is why one of the agreements in this motion will be the resignation of Mr. López Miras, for being the head of the regional government.

It will also request, among other matters, the urgent application of all measures aimed at its protection;

decree an urban moratorium in all its surroundings;

the immediate closure of illegal irrigation in the Campo de Cartagena;

and request a thorough investigation from the Prosecutor to debug responsibilities.

The other motion that will be defended by Sosa, is a historic workhorse of leftist formation, consisting of the remunicipalisation of services that have been outsourced in favor of private companies, such as urban transport or water.

In this specific case, the cleaning and maintenance of parks and gardens of the municipality.

Currently, this service is provided by ACCIONA Medio Ambiente SAU and Actúa Servicios y Medio Ambiente SL, for an annual amount of € 1,827,000.

Without entering now in the work that develops these concessionaires, the truth is that the direct management through the remunicipalisation of this service would suppose an important saving for this city council.

For now, we should not assume the significant percentage of "industrial benefit" that the company takes.

We are talking about approximately 20% in most cases.

But in addition to this, direct management is also an opportunity for the employment of many Lorca members formed by the City Council through employment workshops and social guarantee programs.

In recent years our municipality has trained dozens of young gardeners who could be part of the public staff called to manage the service of parks and gardens.

Therefore, it will be requested from the Plenary that the City Council commission its technical services to write a study on the feasibility and economic opportunity to remunicipate the service of parks and gardens, respecting in any case the right of the workers of the concessionary companies to Subrogation of the job.
