IU-Verdes Lorca requires the renewal of the protocol between City Hall and Development for the processing of earthquake aid (03/12/2019)

The councilor of Izquierda Unida-Verdes, Gloria Martín, today asked for the renewal of the agreement between the Ministry of Development and Infrastructure of the Government of the Region of Murcia and the City of Lorca.

An agreement that aims to regulate the framework of cooperation between the two administrations for the management of the justification of aid for the rehabilitation of homes damaged by the earthquakes of 2011.

Martín explained that the agreement expired on July 26, 2019, when the justification period of one year established by Law 8/2018 ended.

That period was extended by six months under a new law "but the same was not done with the collaboration agreement, which would have been logical."

For the mayor of IU-Greens this tool is "essential" to expedite the procedures for those affected, who only have until January 25 to take advantage of this simplified route of justification.

This agreement empowers the City Council, through the Office of Comprehensive Advice for the Reconstruction of homes affected by earthquakes, to verify that the supporting accounts conform to the established model and are duly completed.

After this process, the City Council sends the documentation to the Ministry of Development and Infrastructure along with an accrediting certification and, days later, those affected receive a communication signed by the Director General of Housing and the Mayor of Lorca in which they are confirmed the processing status of your procedure.

However, Martín explained that since last August "we have not seen new communications that guarantee neighbors that they have been able to use the law."

Therefore, the mayor called on all those affected by the justification process so that "anyone who does not yet have the letter signed by the Mayor and the Director General go to the earthquake office because that document is what that gives them guarantees. "

To dispense with this protocol would be "a serious mistake" in the opinion of Martín, who recalled that the establishment of this framework of cooperation was the result of the struggle of those affected to have a certificate in their possession that proves that they have been eligible for the Law "We will not allow steps back," he said about it.

Martín said that, out of a total of 2,748 files, Law 8/2018 served to allow 1,480 families to process the justification report.

The six-month extension established by Law 8/2019, aimed at the other 1,268 being able to present the documentation.

These two laws only require the presentation of an action report, a classified relationship of the expenses and investments made, the detail of other income or subsidies that have financed the subsidized activity and, where appropriate, a letter of repayment in the event of remnants not applied.

For this reason, Martín considers it feasible that, "if there is a last push", it is possible to locate those affected who have not yet submitted the documentation and have everything ready before January 25, "day on which this nightmare must end" .

"From the Municipal Group of IU we have offered ourselves to the Mayor to continue collaborating in the completion of the justification accounts of the neighbors who have not yet submitted it, said Martin." In another order of things, Martín has again demanded from Fomento that he close the files of more than 400 victims who have prescribed and that "they should not carry out any further procedure and receive the communication that allows them to breathe easy at once."

The IU councilor has also requested that rent aids pending payment be paid to those affected by the earthquakes of 2011. "There are neighbors who needed relocation and those who are owed up to 28 monthly payments for rent since 2015," which He described it as "embarrassing."
