IU-Verdes Lorca asks for an inventory of sources, springs and other roads of the municipality (02/03/2020)

The councilor of this formation, Gloria Martín, has highlighted the importance of this instrument, essential for the Segura Hydrographic Confederation to develop the relevant control and the City Council restoration work, conservation, maintenance and protection

The councilor of the United Left-Greens in the City of Lorca, Gloria Martín, today called for the development of a Catalog-Inventory of natural sources and springs of the municipality, in order to establish a strategy for its "restoration, conservation , maintenance and protection. "

Martin has highlighted the importance of this instrument, essential for the Segura Hydrographic Confederation to develop the relevant control.

"The inventory must be a source of basic information for the development of actions aimed at preserving the ecosystems related to groundwater, preventing its deterioration and improving as much as possible the environmental quality of these spaces," said the mayor of IU-Verdes .

The councilor explained that in the relationship of historical springs inventoried by the Geological and Mining Institute of Spain (IGME), and that they are currently dry due to the intensive exploitation of groundwater by pumping, several belonging to the municipal term appear .

"If we do not want the remaining water outcrops to end the same, it is necessary to protect them by establishing a perimeter that allows us to control the development of any new activity incompatible with the preservation of those resources."

The mayor also advocated to prevent the discharge of polluting substances that could affect the quality of these waters.

Gloria Martín, also demanded that the update of the municipal inventory of goods and rights of Lorca, address the immediate realization of an inventory of public roads in the municipality.

This is a historic claim of IU that was approved in plenary, unanimously, on January 25, 2016.

Already before, and also with the unanimous support of the Municipal Corporation, on November 29, 2010, another motion was approved by which the City Council undertook to carry out "an updated census of all existing roads and paths in its municipal district with specification of the corresponding ownership ".

However, almost a decade later, the City Council still does not address the elaboration of a complete and updated census of said public goods.

In this regard, Martin recalled that the defense and conservation of municipal ownership roads "is an essential competence of the municipalities to which the police correspond to them."

IU has been denouncing for years how some of them are being "closed" through the use of chains, wires and other elements that prevent or hinder the transit to neighbors.

In addition, the lack of this instrument is preventing the City Council from obtaining funds for its arrangement through the Regional Rural Road Plan promoted by the Autonomous Community of Murcia, co-financed by the European Agricultural Fund for Rural Development (EAFRD).

In fact, Lorca has had to give up calls for said plan because it lacks this census, despite the fact that, according to data from the General Directorate of the Natural Environment, "it has 131 rural roads without service."

To prevent that from happening again, and as "the first and essential step to adopt all the measures that are necessary for its adequate defense and conservation," IU again claims that public roads and easements are collected in a municipal inventory of goods.
