The City Council issues a negative report for the installation of the polygon of marine crops in front of Puntas de Calnegre (06/03/2020)

The mayor of Lorca has referred to "the negative impact on the tourism development of the area that could cause this project, in the only coastal area available to the municipality and which is provided for in its General Municipal Plan of Planning."

The mayor of Lorca, Diego José Mateos and the Councilor for the Environment of the City of Lorca, José Luis Ruiz Guillén have referred, this morning, to the technical report made by the Technical Commission of the Environment on the marine crop polygon project in front of to Punta de Calnegre and that endorses the decision of all the municipal groups in the Plenary to oppose its installation.

The mayor of Lorca has stressed that one of the conclusions of the report made by this body is that the completion of an exhaustive study on the impact that this action could have on the landscape, affecting the visual fragility of the area, which from our point of view is imperative in order to avoid the negative effects of this installation. "

Diego José Mateos recalled that this technical report highlights that the project is located in an environment of high landscape value, such as the Regional Park of Cabo Cope and Punta de Calnegre, the Place of Community Importance (LIC), the Lomo de Bas and a stretch of coastline formed by small coves and pristine beaches.

It is also located in a Special Conservation Zone (ZEC), underwater valleys of the Mazarrón escarpment, with the numerous protected species that subsist therein. "

Mateos Molina has also referred to the other damages that could be generated, such as the progressive deterioration of the quality and condition of the water and the sands of the beach;

clinical consequences after bathing, with the appearance of dermatitis with a higher incidence in children;

appearance of remains of dead fish, as well as the bad odors they produce;

noise pollution derived from the development of ship work;

deterioration of an eminently agricultural environment;

irreversible environmental impact on marine flora and fauna by the direct action of fish excrement, food debris and chemicals derived from the use of medicines and substances used for cleaning and maintenance of facilities, among others. "

The mayor has placed special emphasis on "the negative impact on the tourism development of the area linked to the nature that this project could cause, which would impede the right of the municipality of Lorca to properly develop the tourism sector in the only coastal area that it has and that is foreseen in its General Municipal Planning Plan. In addition, the municipality lacks a port facility, so its implementation will not have a positive impact on the economy of the area. "

Diego José Mateos did not want to forget that "the presence of several ramblas, as collected in this study, and from which there is a drag of materials to the sea, in addition to the high seismic danger on which the municipality sits and flood risk are aspects that should be subject to a thorough analysis. "

It should be noted that the project has undergone several modifications of a substantial nature since its initial phase, while as stated in the last documentation submitted, the marine crop polygon would cover an area of ​​296.7 hectares, more than double the initial surface, something that we consider totally excessive and even more taking into account the high landscape and environmental value of the environment where it is intended to be installed.

In addition, the typology of the species destined for cultivation has also been altered in the current project. "

The proposed project has generated a great social rejection among the neighbors, hoteliers, visitors and tourists of the Lorca coast as a result of the bad experience that the installation of a tuna farming farm in front of the coast of the municipality, worried about the deterioration in the environment that generated this activity and the repercussions that it could have in the future development of the area, given the visual impact of the facilities and the deterioration of the quality of the water and beaches, with which it has Our municipal term.

The mayor has referred to the need to have a maritime space management plan for each Spanish marine demarcation, since there is currently no legal framework for maritime space management.

And he has insisted that as already stipulated in the state regulations "for such management, due consideration shall be given to the peculiarities of marine demarcations, the relevant existing and future activities and uses and their repercussions on the environment and especially on species and protected spaces, and resources, also taking into account the interactions between land and sea. "

Finally, Mateos Molina said that "this report also reflects the need for an updated database, since many of the studies on which it is based are outdated, something that is mostly visible after the latest meteorological phenomena that have occurred recently in the Region with great incidence in Cartagena and La Manga on similar facilities, which shows that it is essential to have environmental and health damages to avoid situations of this type, taking into account the consequences of the change climate that we have been observing in the last decade ".
