The mayor of Social Services and Oenegés, María Dolores Chumillas remembers that in the state of alarm in which we find ourselves "these exits are allowed in Royal Decree 463/2020 of March 14 in its article 7.1 g that authorizes the movement of people by the roads or spaces of public use due to force majeure or a situation of need ".
The councilor for Social Services and Oenegés, María Dolores Chumillas, has announced, this morning, a new initiative launched by the Lorca City Council through this service consisting of a blue breastplate with which the companions of people with Functional diversity may go outside for the duration of the alarm state.
The mayor of Social Services and Oenegés explained that "all families who need it may request this garment with which the companion of people with functional diversity can go outside, when the state of these people is aggravated by the situation of confinement, and always respecting the necessary measures to avoid the spread of the coronavirus. "
María Dolores Chumillas explained that "the objective of this initiative is to prevent conflictive situations for children and also for their caregivers, as has occurred in other cities, although in Lorca we must emphasize that there is a lot of sensitivity among citizens, but even so there are families that have asked us for this preventive support. "
Chumillas recalled that "this permit is included in Royal Decree 463/2020 of March 14 in its article 7.1 g, which authorizes the movement of people along roads or spaces for public use due to force majeure or situations of need."
The councilor of Oenegés has recognized that "from the first moment we were aware that we had to help families who during this confinement are having an even worse time living with a person with functional diversity, many of whom need to go outside, so as not to see his situation aggravated. "
Taking into account, adds Chumillas, that "many of these companions when they go out on the street, protected by this Royal Decree, are rebuked by other neighbors or citizens in general who reproach them for being on the street, without understanding that it is not a thing that they do for pleasure, but for the obligation to make the confinement more bearable to a person with some pathology ".
Chumillas Martínez explained that "people with functional diversity, such as those with behavioral disturbances, such as diagnosis of the autistic spectrum and disruptive behaviors, will be able to take advantage of this measure."
