I would have liked to provide a link through which our neighbors could follow their live broadcast, but, apparently, it will not be possible and will be posted later on the network.

This displeases me because the modification of the law that has allowed the holding of plenary sessions by electronic means, clearly expresses that the public nature of this type of session must be guaranteed.

On the other hand, it is an extraordinary and urgent plenary session.

This means that the agenda is configured solely with the mayor's proposals.

And that leads me to a reflection that I want to share publicly and that I have previously transferred to the government team.

I am concerned that the state of alarm (which is not exceptional) has negative repercussions on civil rights and also on politicians.

To me (this is a personal opinion) it does not seem appropriate to me to simply assume the democratic abnormality that supposes that the opposition groups cannot exercise our task of proposing, controlling and supervising government action.

And right now we cannot do it effectively or with guarantees.

I fully understand the situation we are going through, and I believe that it is necessary to establish precautionary measures to safeguard public health.

But just as there are technical means to deliberate on the proposals of those who govern, there should also be so that the institutions that represent citizens can continue to function as normally as possible.

We do not know how long this atypical situation caused by a coronavirus that has changed rules and procedures can last.

But of course it should not serve as an excuse to spread another epidemic, that of authoritarianism (I'm not saying that is the case).

And of course I do not expect from those of us who dedicate our political action to the defense of freedom blind compliance without questioning, at least, the proportionality of some measures.

Despite all this, the celebration of this plenary session seems necessary to me because in it we will approve a modification of the municipal budget and an extrajudicial recognition of credits that will allow us to pay bills (of 2020, 2019 and 2018) worth 1.5 million euros that are owed to companies that provide services to the City Council.

This will alleviate the situation they are suffering from due to this health crisis.

For those who do not know, these are expenses that have been incurred despite the fact that they did not have a budgetary provision or that, even with it, they could not be charged to their corresponding budget, either because the supporting documents were not submitted in time, or or because the expenses did not comply with the legally established procedure.

It should be an exceptional procedure that, unfortunately, is used too often.
