The objective of the plenary session will be to establish the aid that the people of Lorca need, also considering what the municipal political groups want to propose.The PP spokesman in the City of Lorca, Fulgencio Gil, has reported that the Municipal People's Group has obtained this morning at the meeting of the Board of Spokesmen the support of all municipal groups to their proposal to hold an Extraordinary Plenary Session in the Consistory Municipal in which the social, economic and tax aid measures included in the LORCA RESPONDE Plan are debated, approved and activated immediately, a support that has thanked the rest of the political groups.Fulgencio Gil explained that a month ago we proposed that the City Council adopt aid measures for the inhabitants of Lorca, which would include both care for the families who are having the worst time because of the coronavirus crisis, and for the establishment of municipal actions that the productive fabric requires before the conjuncture so difficult that we are going through.However, from the PP we are aware that the only enemy now is the coronavirus and the harsh social and economic consequences that this crisis entails.
For this reason, we have publicly insisted on several occasions on the need for the City Council to react.
In fact, this week we have put on the table a true Plan, called LORCA RESPONDE, prepared with the proposals and solutions that we have collected from the different groups and institutions.It is time for the Lorca City Council to respond, because it is evident that these measures should have already been adopted and implemented.
Society is demanding it, that's why from the Popular Party we decided to take the initiative.
As the current local socialist government has not reacted so far, we have decided to promote the LORCA RESPONDE Plan from the local administration, achieving today the holding of an Extraordinary Plenary session that is scheduled to take place throughout the month of April or in the first days of May, in which we will present the measures of this Plan and we are committed to allowing all political groups to present those actions of a municipal nature that they consider necessary, so that the result of the Plenary session is beneficial for all Lorca residents.We believe that the City Council must continue to carry out within it the political work that citizens need, and host the face-to-face debate, respecting the sanitary measures established for this purpose, as is already being done, for example, in the Congress of the Deputies, the Senate of the Kingdom of Spain, or even in our Regional Assembly.
That is why we have also demanded that it be a face-to-face plenary session.The main objective of the "LORCA RESPONDE" Plan is to address the social and economic emergency that the health crisis and the measures of confinement and paralysis of economic activity are causing, avoiding as far as possible the massive disappearance of shops, bars , restaurants, small and medium-sized companies, freelancers and jobs.
The City Council has to adopt measures within the framework of its powers, which, as an initial starting point, should cover the following:LORCA RESPONSES its citizens:Total exemption from the payment of receipts for drinking water and garbage to all those businesses considered small and medium-sized companies or self-employed, which have remained or remain closed during the state of alarm, and those that prove losses, cessation of activity or significant decrease in the same for the Covid-19 crisis, until December of this year, and a 50% discount during the first three months of 2021.75% car stamp discount, fords and rates in general to all those businesses considered small and medium-sized companies or self-employed, of non-essential activities and that remain closed during the state of alarm, and those that prove losses or cessation of activity by the Covid-19 crisis, for the current year 2020.75% IBI discount on properties linked to businesses considered small and medium-sized or self-employed, of non-essential activities and that remain closed during the state of alarm and those that prove losses or cessation of activity due to the Covid-19 crisis, for the current year 2020.IBI rebate to the owners of commercial premises that have them leased to self-employed or small and medium-sized companies for the development of their economic activity and reduce or forgive the rent corresponding to the months in which the state of alarm is in force.
The bonus will be 25% for those who cut the rent in half, and 50% for those who totally forgive it.For families, and during 2020, a general IBI bonus of 5% is established, cumulative to those that they already have under the current tax ordinances; bonus that will amount to 20% in the case of those affected by an ERTE, and 30% in the case of those affected by dismissal.
In these last two cases, the bonus must be requested by means of an instance through the municipal registry, providing the supporting documents that ensure that you are in the situation described.Postponement of payment of all municipal taxes until the month of December, the city council accepting the local tax advance line established by CARM.Suspension of all procedures for seizure and execution for tax debts processed by the Local Tax Agency, until January 2021, and establishment at that time of special procedures and agreements for deferment and fractionation for the payment thereof.Total exemption from the occupancy rates of public roads and terraces of hospitality premises during 2020, and a 75% discount during 2021.Discount of 95% of the ICIO and taxes related to the reform, adaptation or renovation of real estate or premises intended for commercial, hospitality, industrial or leisure activity.Allocate the benefits of the 2019 exercise of the Aguas de Lorca joint venture to economically redeem the Social Water Bonus to meet new forms of social emergency due to the COVID-19 crisis, expanding its coverage to self-employed and small family businesses affected.Exemption from the payment of the fee to sellers of squares and markets that have not had the opportunity to reopen their usual positions, and study of extraordinary markets once the alert situation has been remitted.Streamlining the refund of fees and public prices for services not provided by the city council due to the current restrictions: swimming pools, sports centers, plastic arts school, kindergartens, among others.Discount of 50% Tax on Economic Activities (IAE) to local companies that suffer losses as a result of this emergency situation.Strengthening of the budget and material and human resources of the municipal Social Services to meet the greater demand that may eventually be generated by the Covid-19 crisis, increasing aid to needy families, vulnerable groups and people at risk of social exclusion.Creation of a special municipal plan for training and employment aimed at the sectors most affected by the Covid-19 crisis, such as commerce, hotels and industry.LORCA RESPONSES and informs:A citizen attention office will be created for the covid-19 crisis, in municipal offices, to advise citizens who require it in accessing the different lines of aid, exemptions or bonuses, processing of documents, authorizations, applications, and in general, assistance regarding the measures established by the administrations to mitigate the effects of the Covid-19 crisis.LORCA RESPONDS to its cultural, social and tourist engine:Preparation of a Special Plan to respond to our Easter Steps due to the suspension of this year's processions.
The City Council will compensate the Brotherhoods for those expenses incurred by the organization of the different processions and events, and especially for the damages for the refund of the amount of the race locations, and will normally pay the subsidies provided annually for the ordinary activities of our Brotherhoods.
For this, the City Council will have the budget items not consumed by the cancellation of the processions and acts of Holy Week, as well as others that may be enabled, and with justification thereof.LORCA RESPONSES with solidarity:Following the model created in its day for the solidarity table of the earthquake, a table will be created where the different municipal groups and affected groups will be integrated, to establish priorities in order to manage the funds obtained and their corresponding application, giving account of the steps taken so far.LORCA RESPONSES to trade and hospitality:El Ayuntamiento promoverá una campaña de dinamización y comunicación especial e intensa, de promoción del comercio y la hostelería local, de cara a su recuperación tras la crisis del Covid-19, con la participación de dichos colectivos en su diseño, orientación y duración, dando prioridad a las actividades vinculadas a la reactivación de dichos sectores.
Estamos hablando de un nuevo escenario que ha de ser particularmente ambicioso, con la celebración de eventos especiales en cuanto la coyuntura generada por el coronavirus lo permita.
