It is a great economic mattress that would allow the establishment and activation of the multiple proposals for aid to Lorca and the productive fabric that we have already presented within the LORCA RESPONDE Plan and that will be debated in the next monographic plenary session that from the PP we requested last week.The City Council has to help people who have a hard time because of the economic and labor crisis that is causing the coronavirus.
For this, from the PP we are committed to generating this Local Contingency Fund, which would have not only the money from the municipal surplus, but we propose that it include the savings that the City Council is already having in numerous economic items, as well as the change of destination of other games that have to be reoriented at least in part, to serve the people of Lorca.We are talking about the savings that the City Council is having, and it will increase in the coming months, as it does not have to provide sports services, course offers for women's groups and the elderly, the programs of the Popular University, Teatro Guerra, Huerto Ruano, Cultural Center, Archaeological Museum, expenses for the celebration of the processions of Holy Week, along with the economic resources that are usually destined to cover the celebration of each and every one of the popular festivals that take place in our neighborhoods and districts (subsidies, stages, tents, lighting ...)We must also take into account the significant energy savings produced by the closed social premises, for the elderly, youth, sports centers, as well as citizen service and service offices, among other municipal facilities.Fulgencio Gil, who has insisted on the need to activate as soon as possible the social aid and the productive fabric included in the LORCA RESPONDE Plan, recalled that the PP already proposed on November 2 the formation of a Contingency Fund by the City Council , a proposal that was rejected by the current local government.
In any case, we continue to extend our hand to all the municipal political groups, because we want this issue to remain outside the sphere of confrontation.
We have an excellent opportunity to set an example, to work together, to prepare a document and a battery of actions from the municipal sphere that allows Lorca to have certainties, at the same time that we offer our businessmen and entrepreneurs solid arguments to continue betting on our municipality.Fulgencio Gil has emphasized that we, in the Popular Party, have experience of public management in this type of situation, and we know perfectly well that the local administration, as the entity closest to the citizen, is the one that the residents who have problems to to help them.
That is why we advocate working together from the municipalism and claim that the Government of Spain is sensitive to the reality we live in and allows the City Council to use its surplus to implement measures or services that allow us to act against the consequences of this crisis and thus help to revitalize the local economy.The central government must respect and guarantee the autonomy that the Spanish Constitution and the laws grant to municipalities for the management of their own resources.
The municipalities cannot be the lifeline for a central government that since 2018 has been unable to approve some General State Budgets and that has already denied the City Council the income that corresponded to us by law derived from the lVA of December 2017.LORCA RESPONDE, an agreed, serious and rigorous Plan.Fulgencio Gil has stressed that the main objective of the "LORCA RESPONDE" Plan is to address the social and economic emergency that the health crisis and the measures of confinement and paralysis of economic activity are causing, avoiding as far as possible the massive disappearance of shops, bars, restaurants, small and medium-sized companies, freelancers and jobs.
The City Council has to adopt measures within the framework of its powers and we are going to promote its immediate activation.
