The City Council of Lorca creates a complete social and economic revival plan to launch once the alarm state decree ends (29/04/2020)

The City Council is already preparing a battery of aid, subsidies and measures to facilitate a return to normality, once the health crisis is over, both for the residents and for the self-employed and businessmen of the municipality. The Mayor of Lorca, Diego José Mateos, together with the Deputy Mayor, Francisco Morales, have announced a complete municipal social and economic revival plan to be implemented as soon as the state of alarm decree ends and the health security of all people is guaranteed. Mateos stressed that "from the City of Lorca we want to show that for us people come first and, therefore, the main thing is to take care of our neighbors, guarantee their safety, but we are also working on a plan that, once this health crisis is over, it will allow us to return to normality as soon as possible, to recover the social and economic activity of our municipality ". The First Councilor explained that "we are going to establish a participatory body to monitor the measures adopted, in which all the political groups with municipal representation, municipal technicians and social and economic agents in our city are represented, and we will continue working to strengthen the Local Social Services to continue providing the necessary care to vulnerable people and groups and continue to attend to the needs generated by the health crisis; as a measure to alleviate unemployment, we will request the National and Regional Administrations to prepare a Special Plan for Local Public Employment ;We will strengthen the Citizen Attention Office to increase the Orientation and Advice Service of the Department of Employment and Local Development as well as the resources for attention and monitoring of victims of gender violence.

" "In education, we are going to demand the adequate means to guarantee equal resources and we will compensate for the deficiencies and needs of our children from the municipal level in coordination and continuous collaboration with the AMPAS and the directions of the centers.

We will also reinforce the cultural and leisure measures consisting of making the contents of the eBiblio Murcia and eFilm Murcia platforms available to people from Lorca and we are going to draw up, with the help of youth social and collective agents, and opening new avenues for citizen participation, a plan youth council adapted to the new circumstances derived from the coronavirus with which to offer young people tools to promote their training continuity, as well as the development of a healthy alternative leisure offer ". Mateos Molina has reported that "we are also going to establish economic and fiscal measures and we are going to implement a plan to reactivate trade.

From a tax point of view, it is going to exempt itself from paying garbage and water supply rates during four months to merchants and hoteliers who have been forced to close their companies and, also, the Construction, Installations and Works Tax will be reduced by 95 percent for those jobs necessary in shops to carry out the de-escalation, paralyzes the payment of public land for the placement of terraces in hospitality during the present year 2020 and is going to make a subdivision, postponement, as well as give all the facilities of payment of all municipal taxes and fees.

" The Mayor of Lorca has announced that "direct aid will also be granted for the payment of the Property and Real Estate Tax; the rate of the weekly markets and the Tax on Mechanical Traction Vehicles; the rate of the weekly markets and of the Vehicle Tax of Mechanical Traction.

This will involve an investment plan with an approximate value of 1 million euros and with the aim of reducing the tax burden on merchants, hoteliers and the self-employed in our municipality.

" "As a support measure for the self-employed and local companies, a contingency fund called 'Municipal Fund for Aid to Self-Employed and Companies' is proposed, to be materialized through direct aid or subsidies, through two lines.

Aid of up to 500 euros destined to companies and freelancers that carry out their activity, among which they have been forced to suspend their opening to the public according to the Royal Decree of the Declaration of the State of Alarm and another of up to 350 euros specific for companies and freelancers that are dedicated to sale in the market weekly and supply squares ". For his part, the vice mayor, Francisco Morales, has stated that "in addition to these measures to be developed in the short term, we also work in a medium and long-term scenario to alleviate the great negative effects of this health crisis caused by COVID- 19 in the economic and social fabric of Lorca and, of course, we will do it in collaboration with the social and economic agents involved and coordinated with the institutions and public administrations of different territorial areas, always adapting ourselves to the evolution of the health situation and the recommendations of the competent authorities ". Morales has also pointed out that "we are finalizing a complete and efficient Plan of Reactivation, Dynamization and Promotion of Local Commerce, Hospitality, Tourism, Culture and Leisure, our objective being to implement it as soon as possible to make Lorca a living municipality , full of activities and attractive for Lorca, visitors and tourists.

It was an unfinished business of the City of Lorca that the current government team set ourselves to develop at the time and we have been working with great interest, now having to tackle it with greater emphasis even given the unforeseen and negative consequences that we are living through this crisis and adapting ourselves to the new circumstances ". In the social sphere, the first deputy mayor, Francisco Morales, has stated that "given the gravity of the current situation and under the priority that people come first, we propose to increase the fund for the Social Bond of Aguas de Lorca, in addition to the aforementioned advantageous economic and fiscal measures for self-employed, merchants, hoteliers and businessmen from Lorca in the Tax on Constructions, Installations and Works, in the Rate for Private Use or Special Use of the Local Public Domain, in the Rate of Garbage, in the Public Price of Drinking Water and with the Municipal Aid Fund ". Diego José Mateos recalled that "all this joins the enormous effort being made by the Lorca City Council with the payment to suppliers of the years 2017, 2018, 2019 and 2020, which has involved an outlay of more than 1.5 million euros of the municipal coffers and despite the fact that the state economic paralysis due to the decree of state of alarm produced by this health crisis and which foresees a decrease in municipal revenues between 3 and 6 million euros, we are going to establish a battery of fiscal measures " .
