Lorca approves a Plan of Economic and Social Measures against the effects of COVID-19 (05/05/2020)

The Mayor of Lorca highlights the social measures that will help alleviate the consequences that the health crisis is having on many of our neighbors, the modification of the fiscal calendar for the delay in collecting the "car stamp" and the IBI, and the creation of the "Municipal Fund for Aid to Freelancers and Companies". The Mayor of Lorca, Diego José Mateos, has announced the approval in the extraordinary plenary session held this morning of a Plan of economic and social measures against the effects of COVID-19. The Mayor of Lorca explained that "this Plan that we have managed to carry out includes, among others, a strengthening of care for the most vulnerable groups and people, in addition to supporting workers, SMEs and the self-employed who support our economic fabric, redoubling efforts in the recovery of jobs, training and recycling of those who have lost their jobs and recovering the levels of employment before the crisis as soon as possible, must be essential priorities for this corporation ". Diego José Mateos has referred to the economic and fiscal measures approved that include, among others, a modification of the fiscal calendar to delay the collection of the tax on Mechanical Traction Vehicles (IVTM) and the Real Estate Tax (IBI), in addition there will be Aid for the payment of the "car stamp" and the IBI to those self-employed and businessmen of commerce, retail services and catering and hospitality that have been forced to close during the state of alarm, who will not be turned receipts, for a period of four months, of the rate for garbage collection and the public price of drinking water; Nor will the Market, Squares (Supplies and Vegetables) and kiosks be charged until their normal opening and the amounts paid will be returned during the time they have been closed. The First mayor has indicated that, in addition, as a support measure for self-employed and local companies, the "Municipal Fund for Aid to Self-Employed and Companies" will be launched, through direct aid / subsidies, for which the City Council intends to mobilize up to 1 million euros, and which will do so through two lines: aid of up to € 500 for companies and the self-employed who carry out their activity, among which they have been forced to suspend their opening to the public during the state of alarm, and up to € 350 specifically for companies and the self-employed who are dedicated to sale in the weekly market and supply places. And with the aim of coordinating and monitoring the measures adopted and to be adopted as a result of this crisis, the City Council will establish a participatory body, in which all the political groups, municipal technicians and social and economic agents of our city are represented.

; and taking as an example the solidarity table of the earthquake, a similar one will be created with all the affected municipal and collective groups, to establish the priorities in the management of the funds that are obtained ", Mateos has detailed. As for the requests that will be made to the different administrations, the mayor explained that "the central government will ask that the spending rule be made more flexible so that the municipalities can make this extra reinforcement of social care, as well as allowing us hiring temporary and extraordinary personnel in essential services managed directly by the City Councils, mainly for cleaning and disinfection personnel, social workers, home help assistants and other personnel necessary to directly attend to the risk and vulnerable population ". The City Council will also request the Autonomous Community a decree that regulates the direct granting of urgent aid to self-employed affected by the health crisis, which has forced the forced cessation of some businesses, in line with what has already been launched by other autonomous communities such as the Valencian, as well as doubling the basic insertion income in 2020 and the aid for groups at risk of exclusion that do not receive any benefit. On the other hand, Diego José Mateos has referred "to the strengthening of local Social Services, maintaining the economic and personnel reinforcement that is being carried out during the state of alarm.

To fight unemployment, we will ask the national and regional administration for a Special Local Public Employment Plan, co-financed by the three Administrations, to alleviate the serious unemployment situation, especially for the most affected sectors, such as commerce, hospitality and industry.

" In addition, Mateos has advanced that "the resources of attention and follow-up to victims of gender violence whose situation has been aggravated by the coronavirus health crisis will increase.

In the educational field, we will maintain the opening of school canteens during the periods non-school days to attend to minors in vulnerable situations and we will study free education in nursery schools for families who have seen their income seriously reduced by the health crisis.

" In the youth field, a municipal youth plan will be launched, adapted to the new circumstances derived from the coronavirus, with which to offer young people tools to promote their training continuity, as well as the development of a healthy alternative leisure offer. Finally, the mayor has insisted that "from the City of Lorca we will be next to the groups most affected by this health crisis of the coronavirus, as we have been doing from the first moment."
