IU Lorca brings to plenary session the reactivation of the public housing policy (18/05/2020)

The councilor of this training, Gloria Martín, will defend that the City Council paralyzes the liquidation of SUVILOR and that, once it has been cleaned up, this public company will serve to promote the creation of officially protected housing in the municipality, starting with the old town The councilor of Izquierda Unida-Verdes, Gloria Martín, has announced that this formation will take a motion to the next ordinary plenary session to halt the procedures for the liquidation of the public company SUVILOR, which, once reorganized, "must become the catalyst of the housing policy of the City of Lorca ". Martín will also request that the consistory undertake the drafting and implementation of a Municipal Housing Plan for the period 2020-2023, after that same proposal was agreed in July 2017, also at the initiative of IU-Verdes, without the previous government team materialized it. A third agreement of the motion that the mayor will defend, requests that part of the profits generated by the sale of the apartments in the San Fernando neighborhood, owned by the municipality, be used for the launch of a pilot experience consisting of the rehabilitation of one block from the historic center of the city for the creation of a youth housing park. Gloria Martín recalled that in 2016, the Lorca City Council became a promoter agent for the rebuilding of 25% of the San Fernando neighborhood, demolished in its entirety as a consequence of the structural damage caused by the earthquakes of May 11, 2011 The Consistory assumed ownership of 59 of the 232 homes, whose property quotas had been expropriated from their former owners through the Forced Substitution Law to prevent their opposition from paralyzing the rebuilding of the complex. Of these 59 properties, the City of Lorca has transferred the use of six of them to different non-governmental organizations that operate in the municipality, and two others have been reserved to meet specific needs of Social Services.

Almost four months ago, the municipal government team announced that the City Council was working on the preparation of the specifications that will govern the process of awarding and selling the remaining 51 floors, as subsidized housing.

The draft of these specifications has not yet been agreed with the municipal opposition groups, according to the commitment expressed by the mayor himself in the media, but in any case, Martín understands that the sale of these properties, which must occur short term,It will report an income for the municipal coffers of more than three million euros.

This represents, in the opinion of the mayor, "an unbeatable opportunity" to reinvest these resources in an adequate public housing policy in the municipality, for example, through the acquisition of land and buildings in a state of ruin, located in the deteriorated historic center , and in which new VPO promotions can be built It should be remembered that, among the agreements that are part of the investiture agreement signed between the PSOE and Izquierda Unida, it appears that "the recovery of the historic whole of Lorca will be a priority axis of municipal intervention, publicly supervised." The agreement also reflected that the old town will be a "preferential intervention zone for the implementation of public policies that allow the access of young people from Lorca to housing," said Martín.
