IU-Verdes opposes the construction of a 12,000 piglet macro-farm at the foot of the Sierra del Gigante (10/06/2020)

An exploitation that would be built just 323 meters from the Special Protection Area for BIRDS (ZEPA) of the Sierras del Gigante-Pericay, Lomas del Buitre-Río Luchena and Sierra de la Torrecilla, so it would affect the area of ??influence of this important space of the Natura 2000 Network. Martín has announced that his training has provided advice to neighbors and social groups for the drafting of allegations, which were presented on May 28 along with those raised by Ecologists in Action, who have also been interested in this procedure. Among the most significant aspects that appear in the project, the mayor highlighted that the construction license requested from the Lorca City Council is covered by a resolution on the suitability of the land that was requested for a capacity of only 2,000 places, 10,000 less than the that are really intended to be enabled on the farm. Gloria Martín has also warned that the project includes the municipal public network as a source of water supply, when the area lacks pipelines from the semi-public company Aguas de Lorca. Regarding the flows, the project indicates that the consumption of rearing pig water is 3 liters / day.

For a farm of 12,000 animals, this means a consumption of 36,000 liters of water / day, that is, 13,140 m3 / year.

However, the annual consumption, according to the project, will be only 4,259.00 m3 / year, that is, 68% less than what would correspond according to the capacity of the operation for which the license is requested. The councilor of IU-Verdes has asked if, in any case, the Lorca City Council is in a position to grant a construction license for an operation that will generate a new and important demand for water resources in an area that is particularly deficient in this resource.

It should be remembered that some summers the more than 200 residents of Fontanares have suffered cuts in their domestic supply due to the scarcity of water in the Tirieza spring, the use of which is also a source of conflict with the residents of other districts.

"The City Council cannot have the problem of water for human consumption and rainfed agriculture unresolved and, meanwhile, grant licenses for another macro-farm that will contribute to increasing this problem," said the mayor of IU-Verdes. Martín has also demanded the relevant reports from Aguas de Lorca and the Segura Hydrographic Confederation (CHS), which he considers "keys" to ensure the project's infeasibility.

In this regard, it has regretted that for years the City Council has skipped the procedure with the basin body, based on a simple legal report from the Town Planning Department that contravenes the provisions of article 25.4 of the Consolidated Text of the Water Law (TRLA ), which establishes that "when the acts or plans of the Autonomous Communities or local entities involve new demands for water resources, the report of the Hydrographic Confederation shall expressly pronounce on the existence or non-existence of sufficient resources to satisfy such demands". In the mayor's opinion, this is a "very serious supplantation of powers" reserved to the State by article 149.1.22ª of the Spanish Constitution, and exercised by it through state water legislation.

For this reason, Martín has demanded that the City Council involve the CHS "in each and every one of the applications for construction licenses that entail new demands for water." The allegations made by those affected also include aspects related to the landscape interest, with the alteration of the atmospheric and acoustic quality in part of the zone of influence of the SPA, with the lack of road infrastructures that should provide service to the operation, with the right to health of the people, with the deficits in the evacuation of slurry, with the economic damages for the owners of the adjacent lands and with factors that would impede the sustainable economic growth in this part of the municipality. Finally, Martín has demanded that the government team address the necessary modification of the General Municipal Planning Plan to reconcile the residential and livestock uses of the land.

"It was an electoral commitment of the PSOE and C's and it is an inalienable objective for Izquierda Unida-Verdes", recalled Martín, who once again opted for an "orderly", "balanced" and "sustainable" development of livestock in Lorca.
