From SOMOS LORCA, SOMOS REGIÓN, we are aware of the interest shown by numerous associations and commissions organizing traditional and popular festivals to process the application for declaration of Regional Tourist Interest for their festive activities programs.We are aware that the Declaration of Regional Tourist Interest is a difficult goal to achieve because it is necessary to comply with a series of very demanding requirements that are established in Decree 200/2017 (BORM 8/7/2017).The aforementioned regulation requires requirements that many of the festivals do not meet due to the low budget for their management and that in the short term are difficult to achieve, such as the number of hotel places, number of foreign visitors, high degree of dissemination in the media.

communication, website, promotional material, visitor information service, degree of uniqueness and differentiation with other festivities, contribution to the dissemination of the tourist image of the Region, economic impact of the festival in the town ...We consider that in order to achieve the long-term objective of the Declaration of Regional Tourist Interest, intermediate steps such as the Declaration of Local / Regional Tourist Interest should be set, which would be achievable in the medium term.If over time the party becomes popular beyond the local level and a remarkable singularity that deserves special protection, then at that time the challenge of the declaration of Regional Tourist Interest could be faced with more guarantees.Unfortunately, the Declaration of Local / Regional Tourist Interest, which we consider to be the most appropriate Declaration for several of the festivals of our Alto Guadalentín region, is not covered by current legislation, and it is not possible to request its declaration due to legal vacuum.We have been able to verify that other autonomous communities such as Valencia have regulated the processing of the request for this figure of cultural protection in their regulations, not only for the Declaration of Local Tourist Interest but also for the Declaration of Provincial Tourist Interest.From WE ARE REGION (Lorca) we propose the creation of a New Regional Decree that replaces and repeals the previous one to cover the figure of Regional Tourist Interest and Local / Regional Tourist Interest, distinctions that would carry advantages for obtaining subsidies and other aid economic and its inclusion in tourism promotion campaigns carried out by the competent Local / Regional Administration.
