Battery of initiatives by IU de Lorca focused on cleaning and adapting abandoned lots (20/07/2020)

| The Plenary Session of the City Council could approve on Monday four agreements proposed by IU To dignify the urban space of Lorca | Pedro Sosa, Spokesperson for IU-Verdes at the City Council, presented this morning to the media a whole series of initiatives that he will defend at the next municipal plenary session, and that respond to a multitude of neighborhood complaints about the situation of countless abandoned plots and plots throughout the city and the neighborhoods and districts of our long term. According to Sosa, Lorca urgently requires a whole battery of interventions aimed at dignifying and improving the public space, since we are suffering (and also projecting on those who visit us) a deplorable image of the city with the situation of abandonment in which there are hundreds of lots. For the IU councilor this situation has a double origin.

On the one hand, these plots are products of the real estate crisis that in recent decades has hit Spain in general and this municipality in particular.

On the other hand, Sosa points out, the fateful earthquakes of 2011, almost a decade later, are still more present than they should be in our urban reality, the image of abandonment of these plots in the historical-artistic complex of Lorca being especially serious.

As examples of this carelessness, the mayor has cited a lot next to the Calle Pareja in the Barrio de San Cristóbal, full of brush, garbage and discarded pieces of vehicles, where not long ago a boy burned his face with battery acid, or a site next to the Rafael Méndez hospital full of asbestos rubble. Sosa affirms that the City Council has the obligation to enforce the owners of these plots their legal duties of conservation and maintenance in the conditions of security, health and public decoration required by the legal system.

Legal requirement contained in both the Territorial and Urban Planning Law of the Region of Murcia, and the Land and Urban Rehabilitation Law. Some rules, recalls the councilor, also provide that, in the event of unwarranted non-execution of the ordered works, they will be carried out subsidiary by the competent Public Administration, turning the amount over to the defaulting owner. Sosa also denounces that the City Council itself owns one of these abandoned lots, and as it is setting a bad example in order to later be able to demand from others the fulfillment of its legal duties, IU demands in its motion that the City Council be the first to provide security, health and decoration to their own real estate assets, including the plots, some of them very close to the municipal building. Specifically, there are four agreements that IU will defend in plenary: That the City Council of Lorca make a registry of plots of the municipality and, taking into account the state of each of them, communicate to the owners the requirement to comply with their legal duties of conservation and maintenance in the conditions of safety, health and public decoration that establishes the urban planning law.

In this regard, the local government will begin by fulfilling these legal duties with municipally owned lots. That in the event of unjustified non-execution of the works ordered for the fulfillment of these basic duties within the term conferred for this purpose, proceed at the expense of the person obligated to carry them out subsidiary by the competent local Administration. The Lorca City Council will design a work program aimed at achieving agreements and covenants with the owners of plots and plots for temporary use by the municipality, sometimes for parking vehicles, other times to serve as small squares with furniture urban, and others to beautify the city with the collaboration of urban artists who project their works on facades and party walls. Lorca City Council will provide as soon as possible with a Solar Regulatory Ordinance, similar to those that already exist in other municipalities, which contemplates and develops from the basic prism of "general interest" the aspects mentioned in the body of the motion.
