IU-Verdes requires the urgent ex officio review of the last water bill (24/07/2020)

Sosa maintains that during the weeks of the confinement, the company "Aguas de Lorca" has not made the readings of the real consumption in the homes and, finally, has accumulated in a single receipt the consumptions of all the months of the confinement in which it has not there have been readings. This practice has given rise to the fact that billing and receipts have been artificially altered, since when accumulating consumption and having a tariff system with increasing prices established in three blocks, users have been penalized with the rates of the upper blocks (2 and 3).

Some blocks that would not have been reached in any case if the appropriate readings had been made in due time or, if applicable, if the citizens had been charged for estimating invoices from the past year. The mayor of IU-V demands in his Plenary initiative that the existence and scope of this irregularity be verified and, where appropriate, responsibilities for it be purified and the amounts charged in excess be immediately reimbursed to the affected users.

Sosa assures that he has a copy of receipts from some families of two members who have received invoices of more than 120 euros in the month of July, when they were regularly paying no more than 80. The IU councilor has harshly criticized the press release issued by the Management of Aguas de Lorca on July 22, since he states that in addition to containing untimely explanations that do not even follow reality, they treat Lorca's citizens as "clients of a business", when they should be treated as "users of a public service", with the political and legal connotations that this implies. Sosa has taken the opportunity to remember that his group was the only one who opposed the privatization of the service in its day (in the nineties of the last century), and that if today the citizens of Lorca pay such bulky water bills, They owe it to the PSOE and the PP that agreed - with the IU's only refusal - to sell the service to a water multinational. Related to the above, IU continues to demand that the water bills that are drawn to the users should be considered as "rates" and not as "public prices", and that therefore citizens should not be paying on their bills the economic benefits of that company, since legally the "rate" must be adjusted only to the real cost of the service, not including benefits. It has also requested a review of the Water Supply Regulation in Lorca to contemplate two specific issues: 1) "involuntary consumption" derived from breaks, which also penalize citizens with increasing billing and the sanitation fee for water that is not has been treated, and 2) the case of socially subsidized consumption and waste that is occurring in some homes. Lastly, he believes it necessary and good for Lorca and for the people of Lorca to urgently review the percentage of shareholders in the company "Aguas de Lorca".

That percentage, Sosa points out, continues to reflect the still photo of the nineties of the last century, when the PSOE sold 49% of the shares of the service to a private company, reserving the other 51% for the public part.

Decades later, Sosa maintains, the truth is that the investment of public money in the water network has been multimillion-dollar and the investment of the private part has been infinitely smaller.

This circumstance should lead to a readjustment of the percentages of shares in the company in favor of the public.
