IU-Verdes Lorca asks for the implementation of the 'municipal council check' for working families affected by blended education (11/09/2020)

The councilor of this training, Gloria Martín, proposes to use the almost 400,000 euros of the remainder of the Subsidy Plan for the self-employed and micro-enterprises in this program and recalls that countless municipalities throughout the country that have taken advantage of the summer to prepare measures of this type, that also contribute to the decrease in female unemployment The councilor for Izquierda Unida-Verdes, Gloria Martín, has denounced the situation of "vulnerability" in which those families from Lorca who do not have alternatives for the care of children under 14 years of age affected by the blended education imposed by the regional government will remain of PP and C's. A measure that will force the students of the second cycle of Early Childhood and Primary Education to stay at home one day a week in those groups that exceed 20 students per classroom. Martín explained the "extremely harsh" situation in which many families will remain who cannot afford to stop going to work to take care of the minors whom the regional government has preferred to "expel" from educational centers instead of hiring more teachers to to be able to unfold the groups.

In this regard, he has shown his concern about the risk that this situation will pose for grandparents and grandmothers, a sector of the population especially defenseless against Covid-19, and that, however, will be forced to take care of the taking care of your grandchildren and granddaughters. The councilor of IU-Verdes has also condemned that the regional government of Fernando López Miras has not yet transferred to the city councils the 7 million euros planned to offer families alternative spaces to the school classroom on days that their sons and daughters cannot attend to class.

Martín also criticized the delay of the autonomous community in the aid plan to cushion the loss of wages of workers who have been forced to request a leave of absence or a reduction in working hours to care for their families and to what the regional executive will use a budget of only two million euros. Gloria Martín has described as "insane, grungy and reckless" the management of the autonomous government of PP and C's with respect to public education and conciliation programs and has urged the City Council to implement "alternatives that help neighbors who they find themselves in this situation "so as not to leave them" to their own devices "or force them" to seek life.

" Regarding the measures adopted by the City Council to guarantee safety when returning to the classroom, which is summarized in providing 15,000 masks to students, stockpiling hydroalcoholic gels or collaborating in the marking of the new entrance and exit areas to the facilities education, Martín assured that "we must be more ambitious and also think about a municipal aid plan to facilitate the reconciliation of personal, family and work life of those working parents who do not have alternatives for the care of their children ". For this reason, Martín proposed to use the almost 400,000 euros of the remainder of the Subsidy Plan for the self-employed and micro-enterprises in the municipal program "check concilia".

The mayor of IU-Verdes explained that there are countless municipalities throughout the country that have taken advantage of the summer to prepare and implement measures of this type, among which she cited some with less budget than Lorca, such as Arnuero (Cantabria) , Ermua (Gipuzkoa), Cuenca or Ciudad Real. Through these grants, estimated at about 200 euros per month, expenses related to the hiring of people or services for the care and attention of children from 0 to 13 years old could be subsidized, such as nursery services, a toy library or nursery schools where they can be created "bubble groups" during the days when these boys and girls are forced not to attend class due to the imposition of blended learning.

For the IU-Verdes councilor, this measure would also contribute to the decrease in female unemployment in the municipality, since most of the caregivers are women, and to revitalize the activity of the nurseries that have a morning classroom service and that are also managed primarily by women. In addition, Gloria Martín asked the municipal government team of PSOE and C's to demand from the López Miras executive the distribution among the region's city councils of part of the Covid Fund for Education for which the Government of Spain has allocated about 74 million euros to the autonomous community and that would serve to reinforce this municipal "concilia check".
