The mayor of Lorca, Diego José Mateos, has reported the activation of the Territorial Plan of Civil Protection of Lorca due to the current health situation that the municipality is going through. Diego José Mateos explained that "due to the unfavorable evolution of the epidemic in recent days in the urban center of the municipality and after the exceptional and urgent temporary measures that were adopted since Tuesday, as director of the Territorial Plan for Civil Protection Municipality of Lorca (PLATELOR), we have decided to activate it in the emergency phase, level 1 ". Mateos Molina recalled that "this Territorial Plan of Civil Protection of Lorca constitutes the instrument of forecast and action within the legal framework of the National System of Civil Protection, which allows the mobilization of management mechanisms, as well as human and material resources, all necessary for the protection of people and property in case of emergency, also activating the means of coordination of our City Council, with the rest of the public administrations called to intervene ". The Mayor has detailed that "until now we had activated the Territorial Plan of Civil Protection of Lorca at" level 0 "(since last July 24), but given that the outbreak of the Covil-19 has worsened in recent days , it has been necessary to go back to the "Flexible Phase 1" of confinement, so in order to facilitate the implementation of this new state, it has been necessary to increase the degree of activation of the PLATELOR to level 1, to have the resources of management and coordination that said plan provides us ". Diego José Mateos has reiterated that "level 1 implies having constituted a coordination center (our 112 center), plus the advisory committee and the information office that provide support to the mayor's office, this committee is physically constituted at the beginning of the activation, passing later to be linked telematically.

And it is made up of the different Covid work and monitoring groups, promoted by the City Council ". There are different levels of activation: level 0, in case of risks, emergencies or emergencies that can be controlled through the mobilization of basic municipal resources and means.

The Municipal Plan is not considered activated.

Level 1, in case the risk, urgency or emergency needs to activate the Municipal Plan, with the consequent constitution of CECOPAL, from where all mobilized municipal resources and means will be coordinated; Level 2, if the incident exceeds the response possibilities of the municipal services, requiring the participation of the means and resources of the CECARM (CARM emergency coordination center); Level 3 is declared when the circumstances of the emergency derive towards the national interest. Finally, Diego José Mateos insisted that "we will continue to allocate all the resources that we can to the fight against the coronavirus, it is clear that in this work we must each contribute our grain of sand, from our individual responsibility to the collective one, because not only is our health at risk, but also that of everyone around us.
