The councilor for this formation, Gloria Martín, regrets that the PSOE has not complied with a single one of the Investiture Pact agreements regarding democracy, transparency, participation: "Nor has the finger-picking of pediatric mayors been ended; nor has the Citizen Participation Regulation been implemented; nor has the Vice Mayor's Office of districts been created; nor has the annual monographic debate on the State of the Municipality been established; nor has the Organic Regulation of the Plenary been approved ". The councilor for Izquierda-Unida Verdes, Gloria Martín, will ask in plenary session about the implementation of participatory budgets in Lorca, a tool whose main objective is that citizens can decide directly what expenses and investments should be considered in the municipal budget and that allows you to monitor the commitments made with your City Council. Martín recalled that in September 2019, the Mayor of Lorca, Diego José Mateos (PSOE) announced to the media that the City Council would approve, for the following year, the first participatory budgets.

The first mayor then pointed out as a possible formula the "presentation of several different projects for Lorca to choose through a telematic vote through the municipal website those they consider most interesting." To that end, the PSOE and C's government team consigned in its budget project, which was finally not approved, a game of 300,000 euros. Curiously, the same amount that the PP reserved in the 2019 Municipal Budgets, currently extended.

Martín will demand that it be explained in Plenary "what they have been spent on" because, so far this year, "the PSOE and C's municipal government team has not been able to implement any system that allows residents decide directly the destination of those resources.

" For Martín, apart from the fact that the announcement made by Mateos did not correspond to any new initiative, "because we Lorca have been hearing about participatory budgets since 2017", the reality is that this will be "another lost year" so that citizens can participate in the preparation of municipal budgets and their operating rules. In this sense, Martín has asked that a Participatory Budgeting Regulation be drawn up "in consensus with the representatives of the municipality's social and neighborhood groups", as a preliminary and essential step for its implementation in Lorca. Finally, he recalled that this is another of the "flagrant" breaches of the PSOE with respect to the Investiture Pact signed with Izquierda Unida-Verdes de Lorca, which verbatim reflects "the establishment of participatory Budgets using the most advanced formulas and experiences already put into practice in many Spanish city councils ", and which is part of the section on" democracy, transparency, participation "of the agreement by which councilors Pedro Sosa and Gloria Martín made possible the investiture of Mateos.

From that epigraph, Martín denounced that the PSOE has not fulfilled "not a single" of the commitments assumed in exchange for support for the Mayor's Office: "Nor has the finger-picking of pediatric mayors been ended;nor have the inhabitants of neighborhoods and districts been empowered with the implementation of the Citizen Participation Regulation, which remains deadlocked; nor has the Vice-Mayor of districts been created; nor has the annual monographic debate on the State of the Municipality been established; nor has the Organic Regulation of the Plenary been approved. Martín lamented the "lack of seriousness and respect" not only towards the IU-Verdes councilors, "but towards our militants and voters", before whom it is "very difficult" to justify a support that is not reflected in something as basic as the democratic quality of the City Council, "which must be a hallmark of the left." In fact, the advances in this matter achieved in the rest of the municipalities of the Region and that nobody questions anymore, were the result of initiatives and agreements participated by Izquierda Unida.
