Royal Decree 306/2020, which establishes the basic regulations for the management of intensive pig farms, has scheduled periods for adapting farms to the regulations that oblige farmers to make investments in their facilities and modify their way of work, especially with regard to the management of slurry in order to reduce the level of greenhouse gas emissions into the atmosphere and nitrates in the soil.The regulation classifies the different types of pig farms according to the type of production, defines the basic structural characteristics of the facilities, the maximum authorized livestock census in each of them, distances between farms, management of manure and slurry, conditions for their expansion or change of production orientation and document management of an environmental and biosafety nature.In order to achieve the effective application of the Royal Decree, it is necessary to make the requirements of the new regulations known to farmers through a dissemination plan and offer aid through subsidies or subsidized loans for adaptation to the new regulations of existing farms.In the particular case of Lorca and due to its high stocking density that creates bad odor problems for the neighbors closest to the farms, we propose that the City Council carry out a specific surveillance, control and monitoring plan in those pig farms that have received complaints from neighbors for effective compliance with current regulations and we propose that case-by-case studies be carried out with the participation and collaboration of the affected farmers and the administration for the implementation of the Best Available Techniques that the regulations cover, with assistance Specific technical and financial nature OF PREFERRED AND PRIORITY CHARACTER over other farms to investments that reduce gas emissions for the benefit of the environment and affected neighbors.From SOMOS LORCA SOMOS REGIÓN we propose that aid be granted to farmers to adapt their farms to the new national regulations for the management of pig farms.This aid, totally unrelated to production, would be intended for existing farms and would have the purpose of reducing environmental pollution and the emission of bad odors that affect neighbors.
