Lorca demands from the central government a CNAE that distinguishes the social value of artisans and the reduction of VAT to the sector, at the initiative of the Popular Party and Citizens (01/12/2020)

The aim is to establish a new National Classification of Economic Activities (CNAE) that allows artisans to access new lines of economic aid and that distinguishes their products from those manufactured industrially.The motion also calls for a reduction in artisanal Value Added Tax (VAT), from 21% to 10%The municipal groups of the Partido Popular and Ciudadanos in the city of Lorca have managed to carry out their joint initiative for the Municipal Council to claim before the current government of Spain the establishment of a National Classification of Economic Activities (CNAE) specific for artisans, which recognize the uniqueness of an activity that has its roots in the depths of our traditions.

In this way, it is advocated to achieve one of the requests of our professionals from the different artisan guilds: that their individual creations can be differentiated from the products that are put on the market by the industrial sector.

We are talking about a differentiation similar to the one that already exists, for example, for those who carry out cultural activities,and that it would allow our artisans to remove the existing obstacles when it comes to accessing the state aid lines that have been enabled for this purpose.This joint initiative, presented through a motion in plenary held this morning, supports another of the claims of our artisans, such as the necessary application of a reduction of the artisan Value Added Tax (VAT), from 21% to 10 %.

Recognizing the uniqueness of these professions is a debt we owe to our previous generations.

We are talking about protecting a legacy so that it does not disappear, about protecting our own identity as a people proud of our culture.We must bear in mind that these measures, in addition to contributing to the protection of the artisan tradition, would contribute to a great extent to fight against depopulation, since many of the artisans continue their activity in workshops located in districts affected by this phenomenon.

We are also talking, therefore, of encouraging artisan activity as an opportunity for development.

Jobs in crafts add qualitative factors that should not be forgotten, such as a large implantation in rural areas, almost gender equality, the ability to host entrepreneurship initiatives for young and old and a high level of innovation and qualification .The Crafts of our municipality collects the legacy of the different civilizations that for centuries have left their mark on this land, exchanging cultural experiences and goods of various kinds thanks to the rich production of equipment that has been carried out since prehistory in the Iberian Peninsula.

Lorca guards its own varied artisan culture transmitted between generations over time, thus giving rise to a great variety of trades and products that are recognized with international rank.Craftsmanship is a transversal activity that generates a wide variety of products, derived from a large number of economic activities, without forgetting its role as an engine and complement to quality tourism, a sector that is interesting to promote to increase its competitiveness in a fundamental area for your economy.

This activity is part of the cultural heritage and at the same time a creative industry, increasingly linked to design and innovation, forming a network of workshops and professionals; a sector that is mainly made up of freelancers and small companies, which is currently going through a situation of serious difficulties due to the current circumstances generated by the health and economic crisis, and to which we want to give the visibility and recognition that corresponds to them.The reports published by the Ministry of Industry, Commerce and Tourism analyzing the economic and labor reality of the artisanal activity demonstrate the importance of the sector in the creation of jobs.

This sector has been dramatically affected by the consequences of the Covid 19 health crisis, an exceptional situation that adds to the need for structural reforms and aid that the sector needs due to its conditions and particularities.It is urgent to implement measures that are also exceptional, which serve to support the artisan sector in Spain, promote its recovery and prevent the disappearance of crafts in our country, since, as indicated in article 130.1 of our Spanish Constitution, the public powers of the State They are obliged to pay particular attention to the handicraft sector.Both Francisco Javier Martínez and Francisco Morales, speakers of the initiative by the Popular Party and Citizens respectively, have encouraged Lorca artisans to benefit from the regional agreement to market artisan products under the brand 'Artesanía Región de Murcia' through the platform 'Correos Market'.

The agreement allows artisans, associations and companies the possibility of marketing their products through the online sales platform throughout the Spanish territory, giving greater visibility of their products throughout Spain.To access the Correos platform, artisans must be registered in the directory of the Directorate General for Consumption and Crafts, who will be able to benefit from the discounts indicated in this agreement and the possible internationalization in the distribution of the products that Correos provides with its trading platform.

Currently, the online sale of artisan products from the Regional Craft Centers is promoted through the website https://murciaartesana.carm.es/.

With the signing of this agreement, the aim is to increase the possibilities for artisans to sell through the 'Correos Market' platform, which increases the possibilities for artisans to join electronic commerce.
