[IU Lorca will ask in plenary session for approval of the Management Plans of the Natura 2000 Network and the PORN of Cabo Cope-Calnegre (19/01/2021)

Gloria Mart�n will try to commit the municipal government team to join the demand that the protected areas of the municipality have the necessary tools for their proper conservation.

The PORN of Cabo Cope-Calnegre has been overdue for 28 years and the Management Plans of the LICs and the ZEPASs, a decade The councilor of Izquierda Unida-Verdes in the City Council of Lorca, Gloria Mart�n, will defend a motion in the Plenary Session on January 25 for which her formation will again demand the Community Autonomous Region of Murcia the approval of the Natural Resources Management Plan (PORN) of the Cabo Cope-Calnegre Regional Park, as well as the Management Plans of the areas of the Natura 2000 Network contemplated in the municipal term.

Mart�n explained that Lorca, the second largest municipal term in Spain, is home to a regional Park, Cabo Cope-Calnegre, five Places of Community Interest (SCI's) and three Special Protection Areas for Birds (ZEPA's) belonging to the Natura 2000 Network.

An ecological network whose objective is the conservation, protection and improvement of the quality of the environment in the area of the European Union, including the conservation of natural habitats, wild fauna and flora, and included as an essential objective in the Constitutive Treaty of the EEC, considering that its main purpose is to favor the maintenance of The Biodiversity.

The councilor of IU-Verdes recalled that these spaces are considered "formal" as "protected", but that it is the regional Administration "that must establish the necessary conservation measures through adequate plans." Instruments that, in Lorca, "are conspicuous by their absence".

As of today, the Cabo Cope-Calnegre Regional Park lacks its corresponding PORN, and only two SPAs have an approved Management Plan (mountains of Burete-Lavia-Cambr�n and Almenara-Moreras -Cabo Cope).

This is a flagrant breach of Law 42/2007, on Natural Heritage and Biodiversity, which determines that the Management Plans for the Natura 2000 Red spaces should have been approved a decade ago (before 2011).

For this reason, Mart�n denounced the "disastrous environmental management" carried out by successive regional governments that have exhausted "all legal deadlines" without having approved these plans.

In this regard, the mayor of IU-Verdes regretted "years of delay, of non-compliance with announcements and calendars, and of submission to the particular interests of some businessmen and owners," even though this entails sanctions and limitation of aid to all citizens of the Region by the European institutions.

Meanwhile, the lack of means and tools that guarantee the adequate degree of protection of these natural spaces has as a consequence "the commission of flagrant, continuous and accumulated crimes against the territory and the environment," said Martï¿ ½n.

Ecological and economic damage to the coastline, soil, landscape or aquifers that have their main origin "in a process of meticulous and extensive destruction of these spaces at the hands of outrageous activities linked to agricultural and livestock farms ".

On Cabo Cope-Calnegre, IU-Verdes has been demanding together with environmental groups the urgent approval of its PORN, which has accumulated 28 years of regulatory delay.

"All despite the shame that the European Commission has initiated infringement procedures on the State due to the delay in the approval of this plan, which can lead to economic sanctions and the reduction Aid from European funds for the Region "said Mart�n.

"There are five court decisions against the claims of the autonomous government to unprotect this natural space and a host of attacks against the Park that have not found a response from the competent environmental authority," he said.

A clear example is the hiring in 2013 of the study on the review and update of the PORN project, financed with 10,950 euros from ERDF funds from the European Union.

However, once it has been prepared, "the regional government has done nothing to adapt this document to the Initial Approval document and submit it to Public Information".

For Mart�n, the approval of the PORN is an "essential" and "urgent" step towards the conservation of the entire protected area, zoning the space and establishing limitations on uses.

"Our Park must be a reference protected environment, as in the case of Calblanque or Cabo de Gata", said Mart�n.

To that end, the IU-Verdes councilor will try to engage the PSOE and C's municipal government team in the defense of the protected areas of the municipality.

"We do not want any more ambiguities or lukewarmness, but a clear position to demand that the regional government approve the necessary tools for its proper conservation," he concluded.
