The Civil Guard in the region of Murcia has developed the operation 'string' to investigate the death in suspicious circumstances of a found dog in a house of Lorca, which has culminated in the identification and investigation of a person, which they will have instructed proceedings on suspicion of crime on the protection of flora, fauna and domestic animals (animals abandonment).

The Nature Protection Service (SEPRONA) of the Civil Guard operation began when he was alerted by the local police in Lorca of an alleged crime of animal abuse occurred in the deputation of Tercia Lorca.

The investigation and the proceedings initiated have been made available to the Court of Instruction No. 5 of Lorca (Murcia).

The crime of animal abuse

The offense concerning the protection of flora, fauna and domestic animals (animal abuse) is reflected in the recent reform of the Penal Code, which defines it as the fact unjustifiably mistreat animals, by any means or process, causing injury which severely damage their health or death is punishable by three to eighteen months' imprisonment and disqualification from one to four years for the exercise of profession, trade or business that is related to animals and animal husbandry.

Within the same criminal concept, the animal abandonment is defined as to leave an animal in a position where it can endanger your life or integrity and is punishable by a fine of one to six months and disqualification of three months to one year for exercise of profession, trade or business that is related to animals and animal husbandry.

Campaign against abuse and neglect of pets #YoSiPuedoContarlo

With the main objective to sensitize citizens to promote the necessary measures for the protection, management and welfare for pets, as well as to denounce those behaviors contrary to animal welfare which they have knowledge, the Civil Guard began last July 29 #YoSiPuedoContarlo campaign.

The campaign is being released through the official channels of the Civil Guard in different social networks and in the media who wish to join the initiative or to echo it.

During 2015, the Civil Guard became aware of 10,793 administrative offenses and crimes in which 609 were arrested or investigated for animal abuse 426 people (4,000 of them dogs).

This shows that there is a problem of abuse and pet abandonment, which must be denounced to try to eradicate it and, of course, to put the animal to safety as soon as possible and punish perpetrators, as this contrary behavior to animals, besides being intolerable, they are offenses under the Penal Code.

The Civil Guard has detected an increase in public awareness, not only through formal complaints, but also among users of social networks, as evidenced by the fact that one of the issues that most interaction generated in our Twitter followers and Facebook is the application of citizen cooperation to solve crimes of abuse to animals or the fact that the citizens themselves who send us information and photographs of abuse cases to investigate.

The second objective of this campaign is to raise awareness that having a pet is a big responsibility, because it is not a whim and then when it comes to caring for or when you want to go on vacation, they can leave.

Animal abuse data in 2015

Among the violations and offenses detected in 2015 it is necessary to review the 450 dogs that were abandoned;

23 dogs hanged;

the 44 victims of beating or beatings of which 23 died;

47 injured with firearms, of which 27 died, and 115 dogs poisoned.

To these figures must be added the 97 dogs found in a state of malnutrition and 353 victims of robberies and thefts.

With respect to previous years, it is noteworthy that there has been an increase in cases of crimes of abuse or neglect of domestic animals (294 cases in 2014).

This increase in crime is motivated by greater public awareness to the problem of animal abuse that has led the public to report these facts to the competent authorities and the reform of the Penal Code of 2015.
