The Mayor of Lorca, Francisco Jodar, chaired this morning the ordinary session of the Plenary of the City Council for the month of November.
The points addressed and the result of their votes were as follows:
Approval of minutes of previous sessions.
Adopted unanimously.
On non-celebration of ordinary plenary for the month of December.
Adopted unanimously.
Ratification of the municipal appraisal of the file of compulsory expropriation for non-fulfillment of the social function of the property of 5 shares of property located in the Residential San Mateo building and referral to the Provincial Jury of Forced Expropriation.
Regarding knowledge and ratification, as the case may be, of the Mayor's decree dated November 15, 2016, dismissing the appeal for reconstitution as well as the suspension requested by Mr. José Ramón Fernández Terrer against the agreement dated 26 Of September by the joint assessment procedure, of non-performance of the social function of the property of five shares of property located in the Residential San Mateo building.
Adopted unanimously.
On knowledge and ratification, as the case may be, of a Mayor's ruling dated November 16, 2016, regarding the filing of the appeal for reinstatement against the decision of the Provincial Court of Expropriation in which the justiprecio of a plot of 200 m2 located In the district of San Fernando qualified by the PGMO of Lorca as free space whose ownership corresponds to the mercantile Navarro Lorca, SL Approved unanimously.
On approval of the Financial Sanitation Plan for the consolidation of the negative cash balance of 2015. Approved by 13 votes in favor (PP), 4 against (C's + IU) and 8 abstentions (PSOE).
On approval of file of modification of credits for cancellation of credits for the partial reorganization of the negative cash balance of 2015. Approved by 14 votes in favor (PP + C's), 3 against (IU) and 8 abstentions (PSOE).
On approval of extraordinary credit operation of the legislature for the partial reorganization of the negative cash balance of 2015. Approved by 14 votes in favor (PP + C's), 3 against (IU) and 8 abstentions (PSOE).
Joint motion of all Municipal Groups on extension for 2017, of the tax benefits granted to Lorca in Law 48/2015, of October 29, General State Budgets for the year 2016. Approved unanimously.
Dation of the Intervention report account on the Adjustment Plan for the third quarter of fiscal year 2016.
Motion of the Municipal Socialist Group on the current situation of the neighborhood of La Viña after the works of urban regeneration.
Points 3 and 4 of that motion were unanimously approved.
Rejected points 1 and 2 by 13 votes against (PP) and 12 in favor (PSOE + IU + C's).
Motion of the Municipal Socialist Group on internal modifications in the municipal company LIMUSA.
Rejected with 13 votes against (PP) and 12 in favor (PSOE + IU + C's).
Motion of the Municipal Socialist Group in support of the proposal of judges and lawyers for the comarcalización of the Court of Gender Violence of Lorca.
Points 1, 2 and 3 were adopted unanimously.
Rejected the 4 point with 13 votes against (PP) and 12 in favor (PSOE + IU + C's).
Motion of the Municipal United Left Group for the expansion of the portfolio of services in Area III Health.
Adopted unanimously following an amendment tabled by the PP.
Motion of the United Municipal Left United Group on adherence to the Oxfam-Intermon campaign to declare Lorca free zone of tax havens.
Adopted unanimously following an amendment tabled by the PP.
Motion of the Municipal United Left Group for the change of the Fiscal Ordinances.
Adopted unanimously following an amendment tabled by the PP.
Motion of the Municipal Group Citizens on single-parent families with children so that they benefit from the real estate tax bonus as numerous families.
Withdrawn by the proponent municipal group.

Motion of the Municipal Citizens Group on the accession of the municipality of Lorca to the European Charter for equality of men and women in local life.
