The impulse to be given lies mainly in the implementation of a Municipal Ordinance that delimits with greater accuracy and maximum accuracy both uses, with the aim that the reconciliation between both is a fact in the shortest period of time, as far as possible.

The Edil de Urbanismo has anticipated that this improvement within the municipal regulatory framework will also entail the reform of the PGMO.

We are talking about a job that requires an ambitious administrative procedure that will benefit directly and privately the neighborhood collectives and farmers involved in this issue.

Satur Martínez explained that at the most recent meeting of the Commission, its members analyzed the analysis report prepared by the municipal technicians of the Urbanism service, which reviewed the contributions made by political parties and neighborhood groups and Livestock farmers.

As a result of this, it has been approved to inform those who apply for building permits for the installation of a dwelling of the existing livestock facilities in the surroundings, either already built or with processing initiated.

A proposal has also been included in order to place the most problematic elements of the livestock farms at the point of the farthest possible farm of the dwelling.

Adjust the number of cattle to the plot size.

The Councilor for Town Planning has indicated that the new regulatory framework will incorporate the concept of "territorial balance", which translates into adjusting the number of cattle that can accommodate a farm to the size of the plot in which it is located.

It is considered that it is not the moment now to look back to reproach or criticize, but to start from the knowledge that Lorca have, contributed by the experience in public management, to establish a document unanimous and beneficial to the citizens, of which Be proud of the generations of present and future Lorca.

It is time to "get wet", to park speeches and to specify in writing and before the citizens, the contributions that the councilors of this City Council want to carry out.

The Special Commission for the Conciliation of Pig Farms and Houses in the Garden has been created by the Municipal Administration with the objective of finding solutions in this regard with the contribution of all political groups with municipal representation.

This is the first initiative in this regard that is launched by the City Council with an official character, after having held working meetings with neighborhood groups and livestock.

The approach that was put on the table in the form of New Technical Measures and Proposal of Corrective Prescriptions contemplates a technical proposal elaborated for months by the municipal officials.

It is therefore a technical approach that includes, fundamentally, multiplying by 3 the distance currently required to allow the implantation of both constructions, purine rafts and morass deposits, from the current 5 meters to 15.

It also establishes the definitive and non-extendable extinction of the 15-year term granted in 1998 (within the process of legalization of livestock farms established at that time).

This is a measure that entails the closure of farms settled on land for development in the period 2020/22.

The technical proposal reduces from 3,000 heads to 2,000 the maximum number of animals for the establishment of farms in the area SUZE Huerta.

The application of these proposals will lead to the approval of specific modifications of the regulations of the General Municipal Plan of Ordination and the elaboration of an Ordinance of the porcine sector that includes conditions on the buildings, the slurry rafts, the deposits of corpses and a series of requirements To existing farms that generate discomfort due to bad odors.

The Government Team has added to these proposals the establishment of a series of tax advantages that encourage the transfer of farms to sites where they do not generate discomfort on housing.

The document, in detail, indicates that all buildings will be located so that the minimum distance, measured from its outer contour to the plot boundary where the farm is located, is multiplied by 3, going from the current 5 meters to 15.

The slurry ponds, for their part, will be located so that the minimum distance, measured from its outer contour to the plot boundary where the farm is located, multiplies by 3, going from the current 5 meters to 15.

Deposits of corpses will be located in the interior of the farm, away from the area of livestock activity, isolated from it by means of a physical separation (fence, partition ...), and close to the perimeter of the farm to facilitate collection By the truck crane from the outside.

The container of corpses will be located in the area farthest from the existing homes in the vicinity of the farm.

The deposit area will be located so that the minimum distance, at the boundary of the plot where the farm is located, multiplies by 3, going from the current 5 meters to 15.

The container for the morgue must be watertight, so that no loss of liquids is possible, with the cover always being closed.

It must have adequate capacity depending on the kilos generated and the frequency of collection.

In addition, disinsectization and dermatitis measures will be adopted in its surroundings.

As regards farms that are found to cause discomfort due to bad smells in nearby dwellings due to non-compliance with the license conditions, the adoption of corrective measures and / or technical prescriptions will be imposed within a period not exceeding 2 months.

These measures may be:

- Provide the raft or rafts of existing slurry decks with fixed, flexible or floating elements.

The cover shall not be watertight, in order to avoid the accumulation of gases such as methane which present a risk of explosion.

- Establish in the whole perimeter of the raft or rafts, a vegetal wall of a minimum height of 3.5 m.

Which decreases and filters the passage of drafts.

In the event of serious inconvenience to homes due to odors coming from ships located less than 30 m from them, the ventilation system will be redesigned, providing aerial ventilation with fireplaces or incorporating systems to reorient air direction in In the case that the previous measures are insufficient, any other best available technique that exists at the moment in which the annoyances are found.
