January 16, 2016. The Councilor for Economy and Finance in the City of Lorca, Fulgencio Gil, has reported that Lorca have started the year benefiting from a wide battery of bonuses, exemptions and reductions in taxes and duties, included in ordinances Fiscal, with a general drop in water bills.
The objective of this series of measures is to help Lorca continue to benefit from the progressive decrease of municipal taxes, since, as we have always defended, where money is the best, it is the citizen's pocket. Really contributes to strengthening the economy of our municipality.
Fulgencio Gil has indicated that the objectives in tax matters for 2017 are to maintain Lorca as one of the municipalities with lower tax pressure throughout the Region, guarantee the provision of services, consolidate the balance between income and expenses, ensure financial viability, Budgetary stability and the sustainability of municipal accounts.
They are responsible ordinances subordinated in part to the need to meet the economic obligations inherited from previous administrations.
This is to ensure that Lorca continue to enjoy all municipal services, parking cuts and reductions, while consolidating the balance of municipal accounts, which with so much effort on the part of the Lorca society we have managed to achieve thanks to the development Of successive plans and measures of austerity, savings and efficiency in spending.
The Councilor for Finance has reported that the City Council has achieved a reduction of cadastral values ​​that will mean an overall decrease of 8%, which translates into a saving for all Lorca of € 1,800,000.
In this way we reaffirm our commitment to continue reducing the IBI, after the catastrazo approved in 2005 by another administration.
It is an advantage for all citizens as a result of the efforts and work carried out by this City Council over the last few years with the aim of lowering these values ​​and ending a situation that was manifestly unfair to Lorca .
This revision has been approved by the Ministry of Finance and Public Administration and included in the Order published in the Official State Gazette last October 1st.
It should be recalled that it was the Mayor of Lorca, Francisco Jódar, who submitted to the General Directorate of Cadastre in Murcia the formal request to establish and apply a reduction of cadastral values ​​in the urban IBI, an important tax advantage that would benefit Directly to citizens corresponding to 67,812 receipts.
The petition referred to article 32, paragraph 2 of the Consolidated Text and the Real Estate Cadastre Law, approved by Royal Legislative Decree 1/2004 of March 5.
In this way, the General Directorate of the Cadastre was informed of the request to apply to the cadastral values ​​of the urban real estate of our municipal area the coefficients that, for their decrease (reduction), establish for this purpose the Law on General State Budgets for The year 2017, after appreciation by the Ministry of Finance and Public Administration of the concurrence of legally established requirements.
The Councilor for Finance has stressed that since the Consistory have been implementing measures to correct the effects of the "catastrazo" of 2005. It should be remembered that already in 2009 were applied reductions in the receipt of citizens with Secured Building Land with an element of development approved Up to 80%, the average decrease being 65%.
The Edil de Hacienda has also anticipated that the City Council is going to push an application to the Government of Spain so that this year will maintain the 50% bonus in the IBI in the zone of maximum affection of the earthquake.
This initiative will be presented in the Senate to be included in the processing of the General State Budget (PGE).
The Edil de Economía has explained that the Consistory will deepen during 2017 in the application of concrete measures to stimulate the municipal economy and to benefit to entrepreneurs and citizens of general form.
For self-employed and small and medium-sized enterprises (SMEs) a bonus of the Economic Activities Tax is maintained for those who start any business or business activity: 50% the first year and 30% the next four.
The reactivation of the Historical Center is also promoted through a 75% ICIO bonus for construction, renovation, rehabilitation and adaptation of all types of real estate (housing, offices, commercial premises) in the PEPRI area.
In this same line, an extension of the exemption and bonus regime in the ICIO (95%) and the rate (100%) to allow citizens to rebuild or rehabilitate buildings damaged by earthquakes , The construction tax, the garbage collection rate and the crane fee will remain frozen, as the CPI increase will not be applied.
