IU-Verdes will promote the creation of the Municipal Council of Development and Territorial Equilibrium to equal the Lorca in rights and services (21/02/2017)

Izquierda Unida-Verdes will submit to the Ordinary Municipal Plenary of the month of February a motion for the City Council of Lorca to constitute the Municipal Council of Development and Territorial Equilibrium, in which representatives of all the Lorca districts are integrated.

The Councilor for this training, Gloria Martín, will also request that, from 2018, the municipal budgets will include a Territorialized Plan of Investment specific to districts, prepared in a participatory manner in said Council.

The mayor of IU-Verdes recalled that, with an area of ​​1,675 square kilometers, Lorca is the second largest municipality in Spain.

Its extraordinary dimension imposes obstacles and deficits of infrastructures and services that make the quality of life of its inhabitants differ significantly between those who live in its urban area and those who do in one of its 39 districts.

The important intra-municipal distances, a low density of population - only 54 inhabitants per square kilometer for the whole territory - and the dispersion of its population, sometimes concentrated in small nuclei separated by tens of kilometers and, in others, disseminated to Through a framework of long roads, offers two very different versions of the City of the Sun: La Lorca urban and developed opposite another depopulated and deficient in infrastructure and services in which reside 36% of its inhabitants.

In the latter case, it is particularly worrying a sharp and growing phenomenon of depopulation where one in three districts already has less than a hundred inhabitants, Martín recalled.

"Although its peculiar geography makes of ours a complex municipality, it is obligation of the Local Administration to equal all the lorquinos in rights and benefits irrespective of the place where they reside", explained the mayor of IU-Greens.

Therefore, he said, it is necessary to create a permanent body for coordination, cooperation, communication and information of the Lorca districts with the Local Administration, "whose purpose is to promote the cohesion of the territory, the fair and equitable distribution of public resources And the effective guarantee of the rights of citizens throughout the municipality. "

This body, which could be called the Municipal Council for Development and Territorial Equilibrium, would be chaired by the Mayor of Lorca and would include representatives of all Lorca districts and members of each municipal group.

On the other hand, it should be remembered that the State contributes 20% of the income received annually by the Consistory.

The distribution of money among municipalities is based on three criteria: population, fiscal effort of municipalities and their tax capacity, the first of which determines 75% of the distribution.

But there is another parameter that is not taken into account: the extension of the municipality.

Its exclusion is detrimental to Lorca, so IU-Verdes will also require the modification of the Local Finance Regulatory Law so as to include the criterion of extension of municipalities when determining the allocation of state funds.
