IU-Greens will demand in the Plenary the creation of a Housing Plan 2018-2023 for Lorca (16/06/2017)

The councilor of IU-Greens in Lorca, Gloria Martín, has announced that its formation will ask in the next plenary session that the City Council undertakes the drafting and implementation of a Municipal Housing Plan for the period 2018-2023 "with the participation of neighbors And social and economic agents. "

Martín lamented that the municipality does not have this tool, "essential to identify and quantify the needs of the municipality in this matter."

For that reason, he demanded that the local government team of the PP "articulate the necessary measures to guarantee the access to a decent housing to all the neighbors", as the Spanish Constitution recognizes in his art.

47, which calls on the public authorities to promote the necessary conditions to ensure this end.

The mayor of IU-Greens recalled that it is "obligation of the City Council" to collaborate to give effect to this constitutional mandate, for what must "regulate the use of land in accordance with the general interest and articulate a Plan that solutions to access difficulties To the housing that suffers a significant part of the population ".

Said Plan should include, according to Gloria Martín, specific lines of assistance to facilitate the emancipation of young Lorca under 35 years old and facilities for families who are destitute to gain access to housing owned by financial institutions through reduced income.

He also considered it necessary to establish a specific program for actions to improve energy efficiency, as well as to address the rehabilitation of buildings, especially in the historic center and in depressed areas of the municipality.

Young housing park in San Fernando

On the other hand, IU-Greens will also request that the 59 municipal property located in the neighborhood of San Fernando, will be used to create a youth housing park.

Martín recalled that in 2016 the Consistory became a promoter of the rebuilding of 25 percent of that neighborhood, assuming ownership of 59 of the 232 houses, whose ownership fees had been expropriated to their former owners through the Law of Forced Substitution To avoid that its opposition paralyzed the rebuilding of the whole.

The municipality of Lorca dedicated 354,000 euros to the payment of the 59 expropriations through a subsidy obtained from the Community against the loan of the European Investment Bank for the recovery of the city.

For its construction it resorted to the funds of the Sepes destined to Lorca after the earthquakes that depend on the Ministry of Development (four million euros).

On October 10, 2016, during a visit to the pilot apartment of the new residential, the then Mayor of Lorca, Francisco Jódar, said that the properties owned by the City Council would serve to launch "a promotion of youth housing."

However, recently, in statements to the media the new mayor, Fulgencio Gil Jódar, pointed out on this same issue that "until the construction does not finish the Consistory will not determine the use it will give to the homes it owns."

For Martín, regardless of the deficiencies in management related to the recovery of Lorca after the earthquakes that devastated the city in 2011, and that have led to that, six years later, the neighbors of this neighborhood have not yet been able to return to their homes Since even several families still live in barracks, it is essential to know what destination will finally have those 59 homes.
