The City Council will request that the 50% subsidy of IBI for those affected by earthquakes be maintained in 2018 (18/07/2017)

This is a measure that would benefit more than 44,000 Lorca people affected by the earthquakes of 2011, and would save more than € 7.26 million.

The Councilor for Economy and Finance in the City of Lorca, Juan Francisco Martinez, has reported that the Local Executive will request the Ministry of Finance and Public Function, given the special circumstances that have had to suffer Lorca who were affected by The earthquakes of 2011, the 2018 bonus of 50% of the Real Property Tax (IBI) will be maintained.

Martínez Carrasco said that this measure would directly benefit almost 44,000 Lorca, making it the eighth consecutive year in which a bonus is achieved in this regard.

We are talking about leaving in the pocket of Lorca 7.263.678,66 euros, which Lorca would receive by the Government of Spain as a compensation, as has been happening in recent years.

This request is supported by reports and notifications from the Local Tax Agency, as well as from the Cadastre and Municipal Intervention service.

The Edil de Hacienda has stressed that the commitment of the City Council with those affected by earthquakes is absolute.

In fact, the recovery and reconstruction process continues in our municipality, at a very positive pace.

However we must remember that we continue working so that all families who lost their home will recover.

Until we achieve this goal, the reconstruction of Lorca will not be complete, so we consider it necessary that the 50% bonus of the IBI is also maintained during 2018.

Juan Francisco Martinez has said that the efforts made by the City Council have ensured that those affected by the 2011 earthquakes have saved so far almost 72 million euros, enjoying 3 years of total exemption from the payment of the tax and another 4 (including The current one) in which only half of it has to be paid.

The request submitted by the Local Executive urges that a new bonus of 50 percent of the assessments of the Real Property Tax corresponding to the 2018 fiscal year be granted, with the same requirements established for the exemption regulated in this Tax in Article 12 Royal Decree Law 6/2011, of 13 May, which adopted urgent measures to repair the damage caused by the seismic movements that occurred on May 11, 2011 in our city.

As expected, the bonus would apply to the resulting fee to apply.

The reduction of income that this provision produces in the City of Lorca will be offset against the General State Budget, in accordance with the provisions of Article 9 of the consolidated text of the Local Finance Regulatory Law, approved by Royal Legislative Decree 2/2004 of 5 March.

In the case of the bonus in the Tax on the Increase of Value of Urban Land, a bonus of 50% that would be applied to the resulting quota, as the case may be, is the rest of legally anticipated bonuses.

This year Lorca will save more than 10 million in taxes.

The Councilor for Finance has also informed that this year Lorca are benefiting from a tax reduction that constitutes a saving for citizens of more than 10 million euros, thanks to the 8% drop in IBI (1.9 Million) and a 5% reduction in the water bill (750,000 euros) and the establishment of a Social Water Bonus for families at risk ( EUR 350,000).

The car's stamp, construction tax, garbage collection rate and crane's rate have also remained frozen for several years.

These advantages are framed in the application of concrete measures by the City council to stimulate the municipal economy and to benefit to entrepreneurs and citizens in general form.

For self-employed and SMEs, a tax incentive for economic activities is in force for those who start any business or business activity: 50% the first year and 30% the next four.

The reactivation of the Historical Center is also promoted through a 75% ICIO bonus for construction, renovation, rehabilitation and adaptation of all types of real estate (housing, offices, commercial premises) in the PEPRI area.

In this same line, an extension of the exemption and bonus regime in the ICIO (95%) and the rate (100%) will be added to enable citizens to rebuild or rehabilitate properties affected by earthquakes.

Juan Francisco Martinez has stressed that from the Municipal Executive is working to deepen the tax cuts that have already been applied, and leave more and more money in the pocket of citizens, which stimulates consumption and contribute to The generation of more jobs.

Lorca is currently one of the municipalities with the lowest tax burden due to the tax reductions made in recent years.
