Lorca hosts a mock response to a major emergency involving nearly a thousand people from various organizations (21/09/2017)

The purpose of the exercise was to evaluate the management capacity of the Murcia administrations in the face of a major emergency.

The situations that have arisen have been floods in Lorca and Mazarrón, earthquake in Lorca with later aftershocks (with serious affectation of the hospital 'Rafael Méndez'), fissure of the reservoir dam of Puentes, serious rail accident, collapse of a hillside in the vicinity of the A-7 motorway at the height of Lorca and the widespread fall of essential services such as water or electricity, among others

The Mayor of Lorca, Fulgencio Gil, along with the Councilor for the Presidency and Promotion of the Autonomous Community of the Region of Murcia, Pedro Rivera, and other authorities have supervised the simulacrum of response to a major emergency that has developed this morning in Lorca and Mazarrón, coordinated by the Ministry of Presidency and Development and the Third Battalion of Intervention of the Emergency Military Unit and has had the collaboration of the Consistory Lorca.

In the same have participated about a thousand people belonging to diverse organizations.

This is the first time in Spain in which two civil protection plans are activated in its emergency phase 2, which requires the participation of State resources.

The purpose of the exercise was to evaluate the management capacity of the Murcia administrations in the face of a major emergency.

In addition, it has been used to continue the development of EMME's Third Emergency Response Battalion (BIEM III) personnel in the event of possible flooding at the beginning of the autumn rainy season, as well as to improve its integration with the competent bodies in emergencies in the Region.

For this, two situations were raised.

As a consequence of an episode of generalized rains, there are severe floods in the municipalities of Lorca and Mazarrón, which give rise to the activation of the Civil Protection Plan for Flood Risk (Plan Inunmur) in its Emergency Phase, Situation 1. Next, a earthquake of magnitude 5.1 in the vicinity of Lorca causes that the Plan of Civil Protection to Seismic Risk (Plan Sismimur) in its Emergency Phase, Situation 2, which requires the participation of state means.

Consequently, the Government Delegation is requested to incorporate the EMU to collaborate in both emergency situations.

Finally, the persistence of the rains leads to Situation 2 of the Inunmur Plan.

It is, therefore, a scenario that causes floods in Lorca and Mazarron, earthquake in Lorca with later replicas (with serious affectation of the hospital 'Rafael Méndez'), fissure of the reservoir dam of Puentes, serious railway accident, collapse of a hillside in the vicinity of the A-7 motorway at the height of Lorca and the widespread fall of essential services such as water or electricity, among others.

Faced with this emergency, the participants had to address the different situations that arise during the course of the exercise, with the objective of verifying the responsiveness of all participants to limit situations and the perfect coordination between them.

Development of the exercise

The main actions implemented were the integration of command posts;

the evacuation (terrestrial and aerial), support and relief of victims and the constitution of temporary shelters;

the search for missing persons, both in collapsed structures and in aquatic scenarios;

the assessment of structures, shoring of buildings, restoration of essential services and infrastructures, roadblocks and environmental consequences;

and the containment of water, drainage of waterlogged areas and cleaning and extraction of sludge.

In order to facilitate coordination and interoperability between the different actors involved in emergency management, an Advanced Command Post (WFP) was established in which 72 representatives of each of the participating organizations were integrated, the largest of them of those who have settled in a level 2 emergency drill.

Also, for the direction of the emergency, an Integrated Operational Coordination Center (CECOPI) was set up headed by the Minister of the Presidency, Pedro Rivera.

Both structures (operational and management) were located in the facilities of the Emergency Center of the City of Lorca.

The specific objective of each participating agency was to consolidate the level of training and the degree of training in emergency management as well as to verify the capacity of response to a catastrophe with multiple scenarios.

In addition, it served to strengthen the bonds of cooperation, cohesion and mutual knowledge of all participants, fundamental to face a risk situation of these characteristics.
