IU-Verdes requests to adapt playgrounds for children with special needs (20/10/2017)

Adoración Peñas, councilor of the municipal group of IU-Greens of Lorca, has made a proposal for the benefit of leisure activities for minors with special educational needs.

The mayor has said that it is a collective population that demands our maximum attention, training, care and protection as public officials.

Therefore, from the public administrations, and specifically from the City of Lorca, it is necessary to care for children with special needs through the component of leisure, attending to the main activities at age such as play and fun in the spaces of recreation.

As IU-Verdes has observed, the play in the public playgrounds of boys and girls with functional diversity, in most cases, are the great forgotten.

The need for inclusive play spaces as demanded by parents and how a public administration should protect a child whose children and their children are educated as integrating people is imperative.

Peñas pointed out that children need spaces where they can share their time, regardless of their abilities and in which they learn to live in equality, without differences being an obstacle, and points out that, in the same way as remove architectural barriers for people with mobility difficulties, there must be areas with games and infrastructures adapted so that they can also be used by these children and these girls, as it is known worldwide that our children and daughters learn by playing.

Peñas recalled that other neighboring municipalities such as Águilas have playgrounds in the locality that provide these services and has cited normative references to claim the rights of minors and especially those with different capacities and special needs such as various EC articles that include the equality of Spaniards before the law, dignity and inviolable rights;

the responsibility of the public authorities to promote the equality of individuals by removing obstacles that impede or hinder the achievement of their fullness or participation in social life;

and the realization by the public authorities of a policy of anticipation, treatment, rehabilitation and integration of the physically, sensorially and mentally handicapped;

Law 51/2003 of 2 December, on equal opportunities, non-discrimination and universal accessibility of persons with disabilities (LIONDAU);

Royal Decree 505/2007, of April 20, which approved the basic conditions of accessibility and non-discrimination of persons with disabilities for access and use of urbanized public spaces and buildings ..- Order VIV / 561 / 2010, of 1 February, which develops the mandate contained in the fourth final provision of Royal Decree 505/2007, cited above, which requires the preparation of a technical document on the basic conditions of accessibility and non-discrimination for the access and use of public spaces urbanized by means of Order of the Ministry of Housing.

It also develops the basic criteria and conditions for accessibility and non-discrimination, applicable throughout the State, presented in a general way in said Royal Decree;

The Organic Law 8/2015, of July 22, modifying the system of protection for children and adolescents, or the Convention on the Rights of the Child and the Convention on the Rights of Persons with Disabilities, among others .

From IU-Greens they warn that if we want an inclusive city, we have to start by forming inclusive children and inclusive girls in and out of school, and this implies that all of them play together and blend together, favoring spaces that of the game serve to inculcate values ​​and educate all children, have a disability or do not have disabilities, while providing a response from the city council to address the special needs of these children outside of school and in the playful aspect, so important in those ages for the physical, emotional and social development of the boys and girls.

Because of all this, and considering that it is a tool included in the PMUS itself, Peñas has asked the mayor and councilors for social welfare, urbanism and parks and gardens to provide in the budgets of 2018 the necessary funding for, in collaboration with groups specialized in the area of ​​functional diversity, making children's playgrounds and their games more accessible and inclusive, guaranteeing the right of children to enjoy an accessible environment, and adapted to the functional diversity of children, with in order to enable children's playgrounds in the municipality, including those in districts, to comply with existing regulations to create accessible, inclusive and safe playgrounds, while eliminating possible architectural barriers, if any, and reinforcing them security measures.

This action, according to left-wing formation, does not represent a high economic cost, but would, however, facilitate the participation, interaction and skills development of children with special difficulties, while being an example of integration and inclusion for children. More smalls.
