The councilor of Izquierda Unida-Verdes in Lorca, Gloria Martín, has warned today of the park deficit dedicated to social housing and rent in Lorca, which is generating a significant increase in the number of illegal occupations (mostly of empty properties owned by the banks).

Martín explained that this phenomenon is a direct consequence of the absence of a municipal policy aimed at offering alternatives to those who can not buy a house, and recalled that the lack of an enabling title causes the stigmatization of the occupants, prevents them from accessing public services, and increases the risk of social exclusion.

He also assured that, in Lorca, the concentration of illegal occupation is acting as a catalyst for processes of urban degradation and social segregation in different neighborhoods, such as Los Angeles.

Martín said that it is not just a problem that affects people without income, but that there are many active workers, with jobs and precarious salaries, fundamentally linked to agricultural activity, who have "very important difficulties" to find housing in rent regime at an affordable price.

Therefore, the mayor of IU-Greens has asked the City to launch a plan to locate vacant housing and create a Municipal Rental Service that generates incentives, offers security to owners and tenants, and establish a regulatory framework for the prices that correspond to the income of the population, because "trying to make this problem invisible does not make it disappear".

Martín has also proposed the creation of a social housing fund, through agreements with financial entities that own unoccupied properties, or the promotion and regulation of "urban masovería" (occupation of a house in exchange for restoration and maintenance), as a solidary and sustainable alternative to guarantee the right to housing.

Finally, it has demanded the municipal government team of the PP to draft the Housing Plan 2018-2023 approved in plenary last June at the initiative of IU-Greens.

This plan, which would include the 59 municipal property located in the neighborhood of San Fernando should establish specific help lines for the emancipation of Lorca under 35 years, and also facilities for evicted families can access a home through reduced rents.

Martín said that "Lorca needs a social and participatory Urbanism, transforming reality, and that puts at the center of its policy the basic needs of people."

In this regard, he recalled that one of the "duties" of the City Council is to allocate part of its resources and programs to guarantee the constitutional right of access to decent housing for its neighbors.
