Urbanism promotes a modification of the General Plan that will allow citizens of an action unit in the urban area to recover the possibility of building (29/01/2018)

The Town Planning Councilor in the City of Lorca, Saturnina Martinez, reported that the City Council, in the plenary session for the month of January, will initially approve a non-structural modification of the Municipal General Plan of Planning related to the urban conditions of an apple of the urban case, concretely the apple 1 of the Unit of Action 55.

Satur Martinez explained that, in concrete terms, it is about correcting an error detected in the municipal urban document that harmed a series of owners, preventing construction in an urban area, which in no way was justified, and that, according to with the revision carried out by the urban planning technicians, it could be derived from a hypothetical layout error, which we want to be corrected as soon as possible and for the benefit of the injured citizens.

In this way citizens recover the possibility of building and take advantage of their corresponding properties.

The Town Planning Councilor has stated that the proposed Modification is formulated for the adaptation of the urban conditions of this block of the current General Plan to the existing urban conditions of the previous General Plan by rectifying the errors detected between both ordinances, proposing the creation of a Grade 3 applicable to block 1 so that the minimum plot is reduced from 1,000 to 500 m2 and the buildability is reduced from 0.4 m2 / m2 to 0.3m2 / m2.

The previous general planning of 1987 included the scope to which the present proposal of modification of the PGMO of Lorca refers within a unit of action denominated UA 5.2.1 whose development was foreseen through the system of compensation.

The development of the Action Unit was completed by the corresponding Urbanization Project, which was materially executed and whose certificate of completion of work is December 28, 2000.

In the same way for the property the corresponding quotas for the execution of the works of urbanization were paid as well as a building license of a house was requested in the plot 29 resulting from the reparcelling of the UA 5.2.1, which was granted under of license relapse in file MA 543/99.

The current General Plan approved in 2003 includes the scope of the UA.5.2.1.

that had already been developed, in a new unit of action of identical characteristics and that it denominates UA-55, modifying only the ordinance applicable to block 1 so that the minimum plot is extended from 500 to 1,000 m2 and the buildability of 0.4 m2 / m2 to 0.3m2 / m2.

This alteration of rights legitimately acquired is not justified in any way and also in relation to plot 28, of 543.26 m2 is left without possibility of materializing its buildability.

Analysis group for residence in districts.

The area of ​​Urbanism has formed a working group at the request of the Mayor, Fulgencio Gil, with the aim of moving forward in the flexibilization of the urban regulations in the districts with the aim that its inhabitants, and in particular the new generations of Lorca , can remain residing in them.

It is a historical demand that has been transferred by the neighborhood groups themselves through the multiple periodic meetings that the First Edil maintains periodically in districts.

We are aware that this is a task of special complexity, and that it will require time, but that is not why we must stop this demand, but, following the Mayor's instructions, be ambitious in this work with the aim of enabling the growth of our population centers.

Satur Martinez has explained that one of the priority objectives established by the First Edil is to promote in our city an urbanism of the people, establishing the technical and administrative tools that are necessary so that the new Lorca that we are building together is reflected in our districts.

There are innumerable cases of young Lorca residents in districts who want to continue living in them, but who, even having land to raise their homes, lack the minimum area required for it.

We are talking about a real challenge for which we are working in depth, and that will eventually mean the modification of municipal regulations in this regard.

We must anticipate that this issue requires an additional effort for municipal services and that the results will not be immediate, although we will not be left unemployed.
