The City Council proposes to subsidize the IBI by 80% so that 15 families of Cañada de Morales damaged by the change of name of their buildings will save 34,000 euros (08/02/2018)

These families, owners of land of very difficult development, were paying receipts that reached 6,000 euros.

The Councilor for Economy and Finance in the City of Lorca, Juan Francisco Martínez, reported that the City Council, at the express request of the Mayor, Fulgencio Gil, has approved to raise the next full of the current month a bonus Real Estate Tax ( IBI) that to date were paying 15 families owning land in Cañada de Morales, whose receipts reached 6,000 euros, when it comes to undeveloped land.

Juan Francisco Martinez has indicated that this measure is in addition to those that have already been launched in other cases of similar characteristics, following the line marked by the Mayor to put urban planning at the service of people.

Therefore, these 15 families, representing a total of 20 properties, will benefit from a bonus of 80% on the aforementioned tax.

These are plots included by the Municipal General Plan of Ordination approved in 2005 within the Unit of Action (UA) 15, which have not been developed.

It should be noted that the floor will continue to have the same urban qualification.

This series of families will save an economic amount of around 34,000 euros.

The Edil de Economía has anticipated, in addition, that this measure could be extended in case of detecting situations of similar idiosyncrasies, that is to say, families from Lorca who saw their soils' names altered by the 2005 General Plan but who did not request such change and now they find areas of very difficult development classified as urban, and affected by having to pay an exorbitant and unfair amount of IBI.

Martínez Carrasco recalled that the Municipal Executive are applying these corrections to the principle of urbanism at the service of people, with recent examples as has been the case of a bonus also 80% IBI to 464 families who saw affected by the change of denomination of their rural lands in a total of 25 places of the municipality.

The mayor of Economy and Finance has said that this is a measure that will entail the modification of the Fiscal Ordinance with the objective of "doing justice" and "correcting the serious problem" that had been generated to these Lorca due to planning wrong sometimes done with your back to the neighbors.

We are talking about families that were harmed by the change in the name of the land on which their properties were located, in such a way that they were forced to pay the IBI in very high amounts, taking into account that these lands, in the immense In most cases, they were nothing more than terraces.

This situation, which constituted a grievance for the 464 families, included a total of 672 properties, to which are now added another 15 families with 20 properties in Cañada de Morales.

The decision of the City Council is part of the line of work undertaken years ago by the economic and fiscal team of the Consistory with the aim of correcting the serious errors of urban planning and tax committed that were greatly damaging the economic situation of hundreds of families .

It should be remembered that this damage derives from the erroneous revision of the General Municipal Plan of Ordination (PGMO) made in 2004, which resulted in the presentation of values ​​that came into force in 2005, and that multiplied the amount that these Lorca families had to pay for the receipts of IBI, without really obtaining any real benefit.

We must remember that the City Council already established a bonus of 35% for this type of cases a few years ago, and now thanks to the fact that it is possible to accept the new legal regulations in force, this bonus rises up to 80%, which will suppose a considerable saving in the amount of the receipts, which is estimated at an average of 300 euros.

Since the Consistory have been applying measures to correct the effects of the "catastrado" of 2005. For this year it has proceeded to lower 8%, saving Lorca 1.8 million, a measure approved at the end of last year which will add the maintenance of 50% bonus for those affected by the earthquakes of the year 2011 We are talking, in the latter case, of an additional saving of 7.2 million from which 44,000 Lorca will benefit.

The efforts made by this City Council have achieved that the victims of the earthquakes of 2011 have saved almost 72 million euros, enjoying 3 years of total exemption from the payment of the tax and another 4 (including the current one) in which only one has to pay half of it.
